LOUIS POST-DISPATCH WEDNESDAY, DECEMBER 16, 1987 Training Seminar Here Targets Myths About Domestic Violence cized cases of extreme domestic violence including one that led to a $2 million settlement against a police department for lack of protection police agencies are becoming increasingly sensitive to the rights of victims and are treating physical abuse of wives, girlfriends or children as a crime deserving of arrest, said Minna Shulman. She is an administrator with the Victim Services Agency, sponsor of the seminar. Domestic violence is the single major cause of injury to women and may be the most widespread of crimes in our society, cutting across all social and economic lines, Shulman said. The training seminar here is one of six being held in as many cities to encourage more effective intervention by police in domestic incidents to head off serious injury and, in many cases, death.

Although few Missouri police departments have written policies on handling domestic violence cases, state laws allow arrests without a warrant if the police officer thinks there is probable cause that a felony or misdemeanor has occurred, even if not in his presence. Officers also can make an arrest if they strongly suspect a protective court order has been violated. Illinois has similar laws. Recent studies found that arresting the batterer significantly reduces recurrence of violence. The St.

Louis County Police Department lacks a written policy on domestic violence, said Col. G.H. Klein-knecht, superintendent. 'A federal judge refused Tuesday to reduce the prison sentence of Matthew Trupiano, who authorities say is an underworld leader in St. Louis. Chief U.S. District Judge John F. Nangle issued the ruling without comment.

Trupiano had contrided in his motion that his four-year prison term and $30,000 fine was "disproportionately severe" compared to the sen tences of others for the same crimes. The motion was filed in September. Trupiano was convicted in March 1986 of four gambling and tax violation charges in connection with what authorities said was a $1 million-a-year gambling ring. He is an inmate at the Federal Medical Center in Rochester, where he began his prison sentence Sept. 2, 1986.

Miss Moog died Saturday at Bethes-da-Dilworth Memo rial Home, 9645 Big Bend Boulevard, where she had been a resident since May after suffering a stroke. No funeral will be held. She donated her body to the I Florence Moog During her career at the university, she taught undergraduate and graduate students in the physiological and biochemical aspects of vertebrate development Miss Moog earned a reputation as a writer on a variety of topics. One of her articles, published in "Scientific American" on the biology of old age, won the Westinghouse prize for distinguished science writing in magazines in 1948. She frequently wrote letters to the editor of the St.

Louis Post-Dispatch and often reviewed books. In a letter to the editor of Science magazine in the early 1970s, Miss Moog took up the cause of women's liberation and asserted that too few members of advisory committees of the National Institutes of Health were women. The result was that in 1971, a directive by Eliot Richardson, then secretary of health, education and welfare, declared that "at least one-third of all nominees or appointees for committees shall be women, assuming qualified women are available to fill vacancies." Miss Moog earned her undergraduate degree from New York University and master's and doctorate degrees from Columbia University. Surviving are one brother, George Moog of Santa Barbara, and a nephew, Robert Moog of Buffalo, N.Y., the inventor of the Moog synthesizer. Memorial contributions may be made to the Florence Moog scholarship fund at Washington University.

Washington University School of Medicine. Miss Moog joined the faculty at Washington University as a research associate in zoology in 1942. When she retired 41 years later, her many students set up an endowed scholarship in her name. In the 1950s, she concentrated her research on an enzyme found in the surface membrane of the intestine and how the phosphatase affected the development of the intestinal tract Pediatricians took note of her work and used her findings to study how lungs mature in embryos and premature babies. Earlier, Miss Moog helped develop a study course on comparative anatomy and embryology, a course that has received national recognition, said Al Toroian, a spokesman for Washington University.

Classen, a retired city attorney for Freeburg, will be at 1:30 p.m. Thursday at the George Renner and Sons Funeral Home, 206 South Richland Street in Freeburg. Burial will be at the Green Mount Protestant Cemetery, in Belleville. Mr. Classen, 83, died Monday at the Scott Air Force Base Medical Center.

A 1930 graduate of the University of Illinois Law School, Mr. Classen served as city attorney for Freeburg for 50 years. In 1948, he was an unsuccessful Republican candidate in the 25th Congressional District; in 1964, he ran unsuccessfully for the office of state's attorney in St. Clair County. He was a Republican precinct committeeman in Freeburg for 50 years.

Mr. Classen was a member of the Belleville and Freeburg Chambers of Commerce, an organizer and first president of the Freeburg Rotary Club, and a 50-year member of the Turkey Hill Grange. He belonged to Masonic Lodge and American Legion Post 550, both in Freeburg, and to Belleville VFW Post 1739. He was a graduate of the Army General Command and Staff School in Fort Leavenworth, and served in World War II, reaching the rank of lieutenant colonel. Surviving are his wife, Joyce J.

Classen, and a sister, Alice D. Classen, both of Freeburg. Home, 620 Jefferson St. Charles, where friends may call Wed. 4 to 8.

Pent Spmgs, CaM. Julius A. Fuse 75; Stationary Engineer 1976, Mr. Fuse was a stationary engineer with the St Louis school system. He was ordained a Roman Catholic deacon in 1981 at the St.

Louis Cathedral. Surviving are his wife, Bernice; two daughters, Irlene Woodson and Linda Fuse, both of St Louis; a son, Julius Fuse Jr. of St Louis; nine grandchildren; and three A funeral Mass for Julius A. Fuse a retired stationary engineer for the St Louis Housing Authority, was celebrated Tuesday at St Marks Catholic Church, 1313 Academy Avenue. Burial was in Calvary Cemetery.

Mr. Fuse, 75, of St Louis, died Thursday at Jewish Hospital after a long illness. Mr. Fuse began his career in 1951 with the SL Louis Housing Authority. After retiring from the agency in DEATHS ELSEWHERE daughter, Rosemary Haggar Vaughn.

Mr. Haggar's wife. Rose, died in 1965. PINKY TOMLIN, 80, who wrote the 1930s hit "The Object of My Affection" and dozens of other tunes during a two-decade career, died Saturday after a heart attack in North Hollywood, Calif. Mr.

Tomlin toured the nation for more than a decade with his band, writing along the way such songs as "The Love Bug Will Bite You if You Don't Watch Out" "Lost and Found," -Love Is All," "If It Wasn't for the Moon," "What's the Reason?" and "That's What You Think." He had been retired since 1970, when he sold an oil- and gas-drilling business, which was started after he left show business. JOSEPH MARION HAGGAR, 94, founder of the nation's biggest manufacturer of men's slacks, sport coats and suits, died Tuesday in Dallas. Mr. Haggar, who immigrated from Lebanon at age 13, founded Haggar Apparel Co. in 1926, bringing assembly-line techniques to clothing manufacturing.

The company now has 16 sites in 14 cities and employs 7,000 people. Mr. Haggar sold overalls for King Brand Overall Co. in Dallas in the 1920s before he founded bis company. At bis death, be held the title of honorary chairman.
