Flotron; Civic Leader, Ex-Official Of Plumbers' Union A funeral Mass for Leo F. Flotron, a retired union official and civic leader, will be celebrated at 10 a.m. $600,000 to acquire the ownership of the railroad right-of-way. The Missouri-Kansas-Texas Railroad known as Katy, has abandoned the rail line.

The state plans to develop the trail under a federal law that says that if a state or other public entity operates a hiking-cycling trail on the railroad right-of-way, that land is determined not to have been abandoned by the railroad. Thus, the right-of-way does not revert back to the adjacent landowners. The law does not require the state to pay the landowners for the right-of-way, but the money represented by The suit was coordinated by the Missouri Farm Bureau. Estil Fie! ell, a Farm Bureau official, said Tuesday that he did not know if his organization would oppose the budget request. But he said the Farm Bureau contended that the right-of-way should revert lo the landowners.

An official of the Conservation Federation of Missouri one of the trail's backers said the group would lobby next year for the request. "We feel strongly about the trail as we always did," said Ed Stegner, the group's executive dii ector. the $600,000 would be a good faith gesture on behalf of the state toward the landowners. Even so, a group of landowners has gone to court to challenge the constitutionality of that law. They contend the land should revert to them.

The suit is pending. $228,000 to maintain and secure the trail. $250,000 for fencing on the trail. Kucera said the landowners' suit would not stop the state from seeking money to develop the project. "The law is on our side right now," Kucera said Tuesday.

He was 73. 1971 DEATHS ELSEWHERE Flotron photo By Jim Mosley Post-Dispatch Jefferson City Bureau JEFFERSON CITY The Missouri Department of Natural Resources has renewed its effort to establish two 30-mile hiking and cycling trails by requesting about $1.93 million for the project. The budget request which must be approved by Gov. John Ashcroft and the Legislature is expected to lead to another debate next year.

The agency had sought about $1.6 million for the project this year, but the Legislature appropriated $228,898 only enough to allow the state to maintain and secure the trails, once developed. The department requested the money in its budget for the fiscal year that begins July 1. Ron Kucera, the department's deputy director, said the budget proposal was scheduled to be delivered today to the state's Division of Budget and Planning, the budget office of Gov. John Ashcroft. State agencies are submitting their budget requests to Ashcroft.

He will present his budget to the Legislature in January. The department's budget request seeks: $856,800 for the development of the two 30-mile pilot sections. One of the sections would run from Machens in northern St. Charles County to Marthasville, near Washington. The other would run from Jefferson City to Rocheport.

The entire trail is 200 miles long. It runs along an abandoned rail line from Machens to Sedalia. ooard by then-Mayor Alfonso J. Cervantes, resigning that post in October 1969. Mr.

Flotron also served on the city's Land Clearance Authority board. In late 1969, Mr. Flotron was appointed a commissioner of the Bi-State Development Agency by then-Gov. Warren E. Hearnes.

The Building and Trades Council honored Mr. Flotron with a Man of the Year award in 1971 at its annual Labor and Management Committee dinner. Mr. Flotron was president of the Missouri Pipe Trades Council; of the Missouri, Illinois, Nebraska and Kansas Pipe Trades Council; and of the City of Hope. He was on several committees of the United Association of Plumbers and Pipefitters, served as a delegate to the St.

Louis Building and Trades Council and the Missouri Trades Council and was a member of the Knights of Columbus. Surviving are his wife, Marian G. Flotron; two daughters, Mary Ann Jaggie of St. Louis and Eileen Slicker of Plymouth, three sons, Michael J. Flotron, Paul J.

Flotron and Daniel L. Flotron, all of South County; a brother, Richard Flotron of Festus; 17 grandchildren; and seven Many Mourn Leftist Slain In Philippines MANILA, Philippines (AP) About 60,000 people marched through Manila on Tuesday to mourn the death of a slain leftist leader and to condemn the government of President Corazon Aquino. Mourners raised clenched fists and shouted, "Down with the U.S.-Aquino regime!" as they followed a truck carrying the body of the leftist, Lean Alejandro, 27. The procession, from a university chapel, ended at a cemetery in a suburb. Alejandro, leader of the New Patriotic Alliance, was killed Sept.

19 after announcing plans for demonstrations to prolest what he alleged was growing military influence in the Mr. Flotron retired in 1979 as business manager of the Plumbers Union, Local 35. He had been a member of the union for over 50 years. He was elected to the local's executive board in 1958; from 1960 until 1972, Mr. Flotron was the union's business representative.

He was elected business manager in 1972. Before becoming the business representative for the union, Mr. Flotron worked 20 years for the E.F. Gardner Plumbing Co. Mr.

Flotron was appointed in 1963 to the St. Louis Housing Authority Board of Commissioners by then-Mayor Raymond R. Tucker. In 1966, he was elected chairman. Mr.

Flotron was reappointed to the MAURICE EASY, 75, a British radar expert who devised a method for the Royal Air Force to bomb German targets at night in World War II, died Sept. 21 in London. Mr. Easy's project, which had the code name Oboe, guided aircraft by two radio signals from separate ground stations in Britain. Mr.

Easy worked on radar for the Decca Co. after the war, designing systems for shipping, civil aircraft and missile control. FLOYD TREADWAY CASE, who was born under a covered wagon in Iowa and said he walked a mile every day, died Saturday at age 106 in Santa Ana, Calif. Mr. Case worked part-time filling' potholes for the Orange County, Road Department and augmented his income by renting his wagon and team of horses to the county to haul sand.

JEAN BATTEN, a record-setting aviator in the 1930s, died in obscurity five years ago at age 73 and is buried in a pauper's grave in Spain, a newspaper in London reported Tuesday. The paper, The Times of London, headlined its obituary "Daughter of the Skies" a title that Miss Batten was given by a Maori tribe in her native New Zealand. She once ranked with Amelia Earhart and Amy Johnson as a flier, and crowds flocked to see her arrive or depart on flights. T.A. Born in 1901 in Athens, Greece, Mr. Tsimines came to St. Louis with his family when he was 11 years old. At the age of 18, he became a chanter at St. Nicholas and a charter member of the church's choir.

In the 1930s and 1940s, he performed in Greek musical theater productions in St. Louis. From 1981 to 1983, Mr. Tsimines was known to many commuters riding the Chester-field-Creve Coeur bus. He would sing opera arias to riders on the way to his home in Chesterfield from his son's restaurant downtown.

Surviving, in addition to his son, are a daughter, Audrey Guarino of Chesterfield; a brother, Spero Siminis of Spanish Lake; three grandchildren; and six great-grandchildren. A funeral service for Thomas A. Tsimines, a businessman in south St. Louis, will be held at 10 a.m. Thursday at St.

Nicholas Greek Orthodox Church, 4967 Forest Park Boulevard. Burial will be in St. Matthews Cemetery. Mr. Tsimines, 86, of Chesterfield, died of infirmities Tuesday at St.

Lukes Hospital West in Chesterfield. Mr. Tsimines owned Kings Cleaners at the corner of Kingshighway and Delmar Boulevard for 41 years. In 1961, he was associated with his son, Alex, of Kirkwood, at the Cafe DeBalivere restaurant; in 1974 at Alexi's Restaurant in Brentwood; and in 1981 at The Subway, 707 Olive Street. Mr.

Burial will be in St. Brendan's Cemetery. Mr. Offutt died Tuesday of a bone marrow disease at the Boone County Medical Center in Columbia. He was 77.

Mr. Offutt retired in 1972 as president of the A.P. Green Refractories Co. He began working full-time for the old A.P. Green Firebrick Co.

in 1932 after graduating with a degree in ceramic engineering from the old Missouri School of Mines in Rolla. In 1961, Mr. Offutt was elected executive vice president and a director of the company and in 1971 was elected president. Mr. Offutt got an honorary degree in 1967 from the University of Missouri at Rolla.

He was a member of the American Ceramics Society, the American Institute of Mining and Metallurgy and the Missouri Society of Professional Engineers. Surviving are his wife, Jane Yates Offutt; four daughters, Jane Y. Morton of St. Louis, Dorothy P. Arnold of Clayton and Joan C.

Offutt and Catherine A. Offutt, both of Denver; two sons, the Rev. J. James Offutt of Lake Ozark, and Edward C. Offutt of Auxvasse, a brother, Bradley Offutt of Buckner, and five grandchildren.

Dr. Rowan Lundergan; Longtime Dentist Iumbus. Mr. Lundergan was an avid golfer and competed in many area tournaments. He was a member of the Westborough Country Club.

Surviving are his wife, Ruby Lundergan; a daughter, Ann Hohnbaum of Allison Park, a son, James Lundergan of Los Angeles, three brothers, Joseph Lundergan of St. Louis, Rev. Nicholas Seminarian Scholarship Fund. Charlotte Edmonds; Society Page Editor East Journal in East St. Louis. The newspaper closed in 1979. She started as a reporter at the newspaper at the beginning of World War II; after the war, took over production of the Journal's society page.

Surviving are two daughters, Sue Noud of Belleville and Patricia Nance of Tiptonville, a sister, Ethel Schneidewind of Belleville; two grandchildren; and one A funeral service for Charlotte V. Edmonds, former society page editor, was held Tuesday in Belleville. Burial was in Valhalla Cemetery in Belleville. Mrs. Edmonds, 73, of Belleville, died Saturday at Memorial Hospital in Belleville after suffering a heart attack.

Mrs. Edmonds retired about 1971 after a writing and editing career of more than 33 years at the old Metro- Birdie Beal Anderson; Owned Mortuary Anderson served as president until she retired in '1984. She remained chairman of the board. In 1976, Mrs. Anderson received a 50-year Embalming Certificate from the Missouri State Embalmers and Funeral Directors.

She was a former president of the association and former director of its ladies' auxiliary. She belonged to various trade organizations, the Urban League of Metropolitan St. Louis and the National Association for the Advancement of Colored People. Surviving are two grandchildren; and two great-grandchildren. A funeral for Birdie Beal Anderson, owner of A.L.

Beal Funeral Homes in St. Louis, will be held at 1 p.m. Sunday at Central Baptist Church, 2843 Washington Avenue. Burial will be in S.t. Peters Cemetery.

Mrs. Anderson, 90, of St. Louis, died Saturday at Farmington Mineral Medical Center in Farmington, after a heart attack. Mrs. Anderson is recognized as the first black licensed female embalmer in Missouri.

Mrs. Anderson's father, the late Albert L. Beal, founded the mortuary in 1913. After his death in 1929, Mrs. .1.
