'Victorian radical' Tom Chapin has new LP BY MARY OAMPRVI i AP Newsfeatures Writer Tom Chapin's new LP is "Let Me Back into Your Life" on Flying Records, an acoustic music label in Chicago. "I look upon it," he as a departureand a return home at the same time. It's a departure because I'm not chasing radio play I've finally come to the realization that the hit single is not realistic for the kind of music I'm writing and I shouldn'tbe wounded by that. "I have an audience who is very interested in what I do.

So I did an album I really wanted to do myself and that people who come see me concert will love. "I believe in the song form, verse, chorus, exploring a feeling or moment or telling a story. My brother Steve and I produced it, with a lot of friends playing. We look forward to a whole series of these 'If nobody had wanted this, I was about to put it out myself I thought it was time to do a new album, time to clean out the attic and write some new songs. I finished recording it in May and it was like vistas opened up again.

I got real excited about writing. Now I've got a bunch of new things. "It seems to be a process I was never so aware of before. You write a song, sing it to yourself and your wife, find out how it works performed live. You never complete the creative cycle until you record it One song on the alburn is "Small Business Blues" by Howard Bursen Tom and Bonnie Chapin, who have two children in college and daughters 7 and 5, moved last year from Brooklyn Heights, to Piermont, N.Y.

Bonnie Chapin, who had had a successful business in Brooklyn for 12 years, couldn't get a small business loan in Piermont. That why that song's on the record," Chapin says. "They'll bail out Chrysler." There's a song, "Remember When the Music," by his late brother Harry Chapin. "Our brother James, a history professor, calls us Victorian radicals," Chapin says. "We still believe the system can work and yet we want to make it better.

The enlightened, property owners, educated and middle class are supposed to run this country Every time we forget it, it gets farther and farther away from the kind of world you want. The idea that a republic has to do with responsibility, commitment and morality is old-fashioned and radical these days "The nice thing about being the age I am (41) is I feel like I have better sense of how to affect things than I ever had." The World Hunger Year Foundation, started by Harry Chapin, "is going great guns," Tom Chapin says. "It has been a lobbying, educational arm from the beginning. There are wonderful groups that feed people.

Harry idea was that you can affect American food policy. My involvement now is fund raiser. Peter, Paul and Mary raised $50,000 at a benefit this summer, on Long Island." Chapin hosts the weekly, two-hour "National Geographic Explorer" on TBS, cable TV. He says, "It's the best documentaries from around the world, environment, nature, exploration, interesting people. I'm tickled pink to be part of it.

It's been 10 years since I had a regular TV show." That was "Make a Wish," for children, which ran Sunday mornings from 1971 to 1976. The original idea was to get a journalist or explorer as host Chapin says But a couple of people remembered him from "Make a Wish" and from the music he did for the 1969 documentary "Blue Water White Death" and had him do a screen test. "Blue Water, White Death," Chapin says, had two underwater photographers, one previously in Wall Street and the other a Maine blueberry farmer. "The people associated with it had made major choices in their lives not to follow the normal pattern. I learned you can make a choice about what you want to do.

"I was hired as assistant cameraman and assistant diver I took most of the sound. I did all the music and sang a bunch of on camera. I'd never dived before. I took scuba training in a pool in Brooklyn and a week later I was off South Africa filming sharks I didn dive with the big sharks. I did a lot of diving in coral reefs He laughs, "It has all been downhill since.
