Fox launched itself into the ether 13 months ago on the leaden wings of a weak collection of affiliated stations most of them the second or third independents in their cities and most on the UHF band and the now-infamous "The Late Show Starring Joan Rivers." Creatively, the Rivers effort was born brain dead, although it has taken some months for the attending programmers in California to pull the plug. Officially, "The Late Show" dies on Nov. 27; Fox's local "affiliate," Channel 30, yanked it off the schedule a couple of months ago.

The replacement late-night show being hyped as a hip, news-oriented satire is scheduled to premiere Nov. 30, but Channel 30 has taken a wait-and-see attitude toward scheduling it. "Fool me once Fox's other networklike activities have focused on Saturday and Sunday nights, during which it now offers a total of five prime-time hours compared with ABC's, CBS' and NBC's seven hours each. As always is the case with series television, these efforts have not been without their own brand of disaster. "Karen's Song" and "Down and Out in Beverly Hills" were both highly touted by Fox this fall.

Did I say highly touted? Fox chairman Barry Diller threatened to chain himself to the desk of Disney chairman Michael Eisner if Eisner didn't agree to sell the TV-series version of "Down and Out" to Fox. Eisner capitulated, but as it turned out, both it and "Karen's Song" were the kind of obvious bombs that lead to such puzzled queries as, "You mean they couldn't tell they had turkeys on their hands?" A third series, "Mr. President," was also hyped enthusiastically by Fox, and almost immediately went into a creative tailspin. Star George C. Scott, cast as a frazzled president of the United States, soon insisted on and got considerable revisions.

Among them was a change of female leads, accomplished by having the president's wife leave him and having the president's wife's sister (Madeline Kahn) move into the White House to watch the kids and throw parties. Kahn has managed to heighten the energy level of the show, but she is definitely a round peg on a very square and laughless comedy. The altered "Mr. President" remains on Fox's since-scrambled schedule (Saturdays at 7 p.m., Channel 30), but having seen three of the most recent episodes, I'm hard pressed to explain why it isn't allowed (forced?) to retire quietly and permanently to Santa Barbara or Camp David or someplace. This is not to suggest that all of Fox's shows are without merit.

Here's a quick review of Saturday's lineup (Sunday's shows will be addressed in Sunday's column): "The New Adventures of Beans Baxter" (Saturdays at 8). Fox's most consistent show is blatantly and intentionally silly and a great deal of fun. A naive high schooler named Beans Baxter becomes a government spy when his spy-dad is taken prisoner by a nefarious organization known as UGLI. Beans' little brother, Scooter, is a genius with a punky haircut. His girlfriend.

Cake, is gorgeous, smart and frustrated by Beans' apparent lack of interest in sex. Beans' mother is a complete dolt, albeit a sweet one. Beans' extracurricular life is spent battling UGLI, one of whose agents talks like Jack Nicholson. In last week's episode, UGLI agents used G. Gordon Liddy (the real guy) to try to trick Mrs.

Baxter into compromising positions. Beans and his brother said things like, "What's G. Gordon Liddy doing in our living room putting the moves on Mom?" The photographer who was supposed to take the incriminating snaps, an Asian man named Ho Hum, was involved in the following exchange: "Good day, Mr. Hum." "Call me Ho." "Hi, Ho." I suspect this kind of stuff could wear thin after a few weeks, but as occasional spot entertainment -very light entertainment, at that I like a lot. "Women in Prison" (Saturdays at An upper-middle-class American "princess" (an UMCAP?) is set up on a shoplifting charge and winds up in jail with a variety of female criminals.

Needless to say, her naivete clashes with the reality of prison life. There's something invigorating about the farcial, wiseguy attitude of this brash half-hour comedy, the casting of which is terrific. The show's principal difficulty and it's a serious one is in trying too hard to be wacky. The best performances I've seen have been those of Blake Clark, who plays a world-weary assistant warden. "You've succeeded in reminding me of my ex-wife," he sighs wearily at the naive new prisoner.

"I couldn't argue with her. I couldn't sleep with her I couldn't lift her." "Second Chance" (Saturdays at A man who died relatively young (Kiel Martin) gets a strange offer for a second chance to straighten out his life. Heaven agrees to send him back in time to live with himself and his mother as boarder in the fatherless home in which he grew up. The hope is that he'll help himself (as a teen-ager) learn to be a better person. One exposure to "Second Chance" will provide sufficient evidence for why this concept has never been developed into a successful television show.

Paul Simon's incomparable "Graceland" concert, which appeared earlier this year on the Showtime pay-cable channel, is scheduled to pop up on basic cable this weekend via the VH-1 music channel. The telecast is set for Saturday night at 8, and a VH-1 spokeswoman says it will run without commercial breaks. The "Graceland" telecast is part of VH-l's "Paul Simon Weekend," which means that twice an hour between 3 p.m. today and 9:30 p.m. Sunday, the channel will be showing slices of interviews with Simon accompanied by a wide variety of film and tape pieces featuring his music.

This weekend also bears witness to "Comic Relief '87," the second annual comedy telethon aimed at raising money to assist homeless people in the United States. The national 3 '2 -hour live telecast begins Saturday night at 8 on HBO, although most local cable systems will simultaneously play it on a non-pay channel as well. Scheduled performers include Robin Williams, Billy Crystal, Ro-seanne Barr, Penn Teller, Louie and Harry Anderson, Paul Reiser, Steven Wright, Whoopi Goldberg and many others. Locally, the national special will be preceded by a live two-hour telethon, "St. Louis Comic Relief," originating at the Adam's Mark Hotel.

The event is being produced by Yvonne Ryan and Jann Tracey for Cencom Cable and being distributed to most other area cable systems. Tracey and Clif St. James are the hosts. Scheduled performers include local comics Vic Dunlop, Dan Chopin and Phil Kelly and a number of radio personalities. Funds raised will go to the St.

By Joe Pollack Of th Post-Dispatch Staff THE IMAGES of war and of peace as seen through the memory of an artist, make a fasci-i nating story, and Juri Norstein's "Tale of Tales," is a beautiful. haunting little film, showing off the skills the animator in marvelous style.Hn 1984, by the way, it was chosen by an international panel as the greatest animated film of all time.
