LOUIS POST-DISPATCH FRIDAY, NOVEMBER 13, 1987 Ban Urged On Use Of Well Near Contaminated Quarry Lambert9 Delays Worst In Evening, Report Says 9V A 'lVil' Merridith Norwood 1 1 jj! i i I I Four Fugitives Put On List Of Most-Wanted Four names have been added to the St. Louis Police Department's Ten Most-Wanted List Of Fugitives, detectives with the Fugitive Apprehension Strike Team (FAST) announced Thursday. One fugitive, Orlando Rowe, was taken off the list Thursday after his arrest at his parents' home in the 4900 block of Lexington Avenue in St. Louis.

Rowe, 20, was wanted on charges relating to auto theft. The newly listed fugitives and their last-known addresses are: Robert Hutton, 35, of the 2200 block of Colfax Avenue in north St. Louis County. He is wanted on charges of first-degree assault and kidnapping in the abduction and shooting of a woman. Charles R.

Merridith, 44, of the 4200 block of Red Bud Avenue, St. Louis. He is wanted on first-degree murder and assault charges in connection with a drug-related robbery. Neville McBean, 57, of the 2700 block of Madison Street, St. Louis.

He is wanted on a charge of second-degree murder for the fatal shooting of a woman. Leslie A. Norwood, 27, of the 5000 block of Kensington Avenue, St. Louis. He is wanted on a felony theft McBean Hutton charge in connection with a $25,000 fraud case.

The others on the list are: Bouapha-phom Vorasith, 24, a murder suspect; Guy Wayne Yoder, 29, who is wanted on drug and weapons charges; Bruce Conaway, 38, who is being sought for felony theft charges here and manslaughter and other charges in other states; and Ronald Pace, 29, who is wanted on several charges including burglary and robbery. The tenth person on the list, Forrest J. Simms 29, was recently found in Colorado, living under a phony name. He was arrested after the most recent fugitive poster was printed, police said. County Engineer Joe Nichols are not using No.

9 now. And even though we asked to use it, we won't use it even as a standby unless the tests show it's safe. Ronald Burgess of the Missouri Department of Natural Resources and Leon Heath, St. Charles County's technical consultant on the radiation, said they had not received the laboratory analyses of their samples. Burgess said the environmental group's speculation "could be right." But Heath thought the group's theory was faulty.

Heath said: "It is virtually impossible for well No. 9 to have influenced that day's sample because of the hydrology of the well field. "If the laboratory results show there is a problem, it won't be just because well No. 9 was turned on for that day's sample." Both Heath and Burgess said they could not comment further until they saw their own test results. Heath said he expected his results next week.

Burgess said the Department of Natural Resources should receive its analysis late this month or early next month. The well field that provides much of St. Charles County with drinking water is less than one-half mile from a leaking, limestone quarry used by the old Atomic Energy Commission as a dumping site for uranium and thorium wastes. The county's drinking water is not contaminated, say federal, state and local officials, but it could be in the future. The U.S.

Department of Energy has begun a $357 million cleanup of the quarry and an old uranium-processing plant. Both are off Missouri Highway 94 southwest of its intersection with Highway 40. By Theresa Tighe Of the Post-Dispatch Staff An environmentalist has urged officials to bar the use of a well near a St. Charles County quarry from which radioactive material is leaking. The well, near Weldon Spring, could possibly contaminate much of the county's water supply, says the environmentalist, Meredith Boll-meier.

Bollmeier, the chairwoman of St. Charles Countians Against Hazardous Waste, said Thursday that recent testing indicated that the drawdown caused by using the well closest to the quarry could accelerate the migration of radioactive material into nearby water wells. The well has not been in use except for limited testing. Bollmeier said levels of radioactivity in samples taken from two monitoring wells while the well nearest the quarry well No. 9 were the highest recorded over the last year.

But all of the levels of radioactivity in the monitoring wells are below the Environmental Protection Agency's overall guidelines for drinking water. In an interview Thursday, Bollmeier described the results her group had received from the laboratory analysis of samples members took on Oct. 28. Well No. 9 was turned on for six hours that day for testing, and officials from the Missouri Department of Natural Resources and St.

Charles County also took samples. "In view of these results," Bollmeier said, "the county would be foolish to ignore the potential risk." St. Charles County officials have asked the Missouri Department of Natural Resources to approve the use of well No. 9 as a standby well instead of No. 1, an older well that has calcified and doesn't produce.

By Charlotte Grimes Post-Dispatch Washington Bureau WASHINGTON If you want to avoid flight delays in and out of Lambert Field in St. Louis, avoid the evening rush hours. And remember, on the two major airlines at Lambert Trans World Airlines and Southwest Airlines you'll probably get where you're going on time about three out of four times. Those are among the major messages for fliers in the St. Louis area from the first monthly "Air Travel Consumer Report," issued this week by the Department of.

Transportation. The reports, are intended to boost competition among airlines by giving consumers information about how well airlines perform on a broad range of services. The first report covers the month of September and also gives some statistics over six month periods. As at most other major airports across the country, morning flights to and from Lambert are on time more often than evening flights. For example, passengers landing at Lambert in September arrived punctually an average of 86 percent of the time between 7 a.m.

and 1 p.m. But after that, the arrivals began to slow. Between 10 and 11 p.m., only 68 percent of the flights arrived on time. The same pattern held true for travelers leaving Lambert. Planes left punctually about 94 percent of the time between 6 a.m.

and 1 p.m. The slowest time for departures in September was between 9 and 10 p.m., when only 29 percent of the flights left on time. Overall, an average of 88.9 percent of flights left Lambert on time and about 82 percent arrived on time. The Transportation Department defines punctuality as leaving the airport gate within 15 minutes of scheduled time and arriving within 15 minutes. At the 27 airports where airlines are required to report their punctuality, Trans World Airlines arrived on schedule an average of 78.8 percent of the time.

South- west's planes arrived punctually 74.4 percent of the time. On baggage handling, TWA fared a little worse than average among the 14 major airlines compared and may have had a worse record than the statistics show. For every 1,000 TWA passengers, the report says, seven of them filed a complaint of mishandled baggage. That made it the 8th best airline on that scale. But the report adds in a footnote that TWA's reporting method skewed the numbers by counting all passengers but not all complaints of mishandled baggage, "resulting in a more favorable complaint ratio." On Southwest, 4.12 of 1,000 passengers complained of mishandled baggage.

Among other statistics in the report on TWA and Southwest: Only 1 percent of TWA's flights were late at least 70 percent of the time. Only two other airlines Piedmont Airlines and United Airlines of the 14 compared in that way did better by that measure. About 4 percent of South-west's flights were late at least 70 percent of the time. For the first six months of the year, TWA bumped 5.62 passengers of every 10,000, compared to 6.81 for Southwest, 17.24 for Pan American Airlines and .06 for American Airlines. On an overall scale of consumer complaints including flight problems, overbooking, fares, refunds, baggage handling, customer service and advertising -rr TWA ranked the fifth worst among 20 airlines compared by that measure, with 9.59 complaints for every 100,000 passengers.

That compares to 1.52 complaints for Southwest, 15.11 for Continental, 13.25 for Eastern, 12.82 for Pan Am, 5.49 for United Airlines, 2.98 for American Airlines and 2.17 for Delta Airlines. Later this year, the information on on-time performances of airlines will be available to consumers through travel agents and at airline ticket counters. City Man Charged In Robbery Of Woman A man charged in January with robbing two women who had just left a check-cashing store has been charged in a similar incident, police said. The suspect is Darrick Robinson, 22, of the 2600 block of Union Boulevard. He is one of two men charged Thursday with robbing Wendy Yancy, 24, of her purse, containing about $100.

Yancy was robbed at gunpoint Sunday evening by two men who had followed her from a check-cashing store in the 1300 block of North Kingshighway in north St. Louis, said Detectives Rich Brogan and Don Whitling. Car-baugh, pleaded guilty later. They were sentenced to prison terms ranging from 36 to 55 years. The violence included three car-bombings, a shotgun assault and the murder of a potential witness. The most damaging evidence in the case came from bugged and wiretapped conversations recorded by the FBI and played for the jury. In their arguments Thursday, defense attorneys said judges should not have authorized the more than 700 hours of electronic surveillance because information provided to the government about the gang's crimes was based on hearsay and rumor.

Richard Sindel, the lawyer for Anthony Leisure, told the panel that John Vitale had wanted to eliminate Leisure from the scene. Leisure and others convicted in a series of gangland car-bombings told a federal appeals court Thursday that the convictions should be overturned. When officers arrived two minutes later, the burglars fled. Officers found 82 sweat shirts on the parking lot. Clayton police chased a 1981 AMC station wagon north on Skinker Boulevard and east on Lindell Boulevard. The men tried to turn left onto Union Boulevard, but their car jumped the curb. Mozambican Rebels Slain MAPUTO, Mozambique (AP) Soldiers killed 68 guerrillas in recent clashes in central and southern Mozambique, the state-run news agency, AIM, reported Thursday.
