Royal Arch in Moolah Shrine Masonic service Sun. 7 30 pm VISITATION SAf AFTER 3 P.M. 1 986, Reuters Newt Service LONDON British divers have recovered the last of the Czarist gold from a sunken warship that went to the bottom of the Barents Sea in World War II, a salvage company siald Friday. Spokesman Chris Smith said the divers, living in a pressurized bell about 850 feet below the surface, had retrieved 29 gold ingots from the wreck of the British cruiser Edinburgh. The Edinburgh was carrying 465 ingots when it was hit by a German on May 2, 1942, and scuttled by its captain in the Barents Sea, off the Soviet Union's northern coast.

salvage vessel, Deepwater-2, is due to return to its Scottish port this week. It will be carrying the bullion, still stamped with the crest of the Russian imperial family, a double-beaded eagle. The bullion, Soviet payment for American arms, stayed on the seabed with the remains of 30 crewmen for nearly 40 years. But in 1981 new expertise in deep-sea diving techniques let divers bring 431 gold bars, then worth $96 million, to the surface before bad weather 'and Infection among the divers ended the expedition. It also provoked protests by survivors from the Edinburgh and the relatives of those who died that the ship, officially classified as a war grave, had been desecrated.

The second operation, which ended Friday, has received almost no news coverage since it began Aug. 28. "The Russians are sensitive because of the location of the wreck in their waters and the British don't want to rekindle the argument over the war grave." Smith said. But a spokesman in London for the Department of Transport, which is in charge of the salvage, disagreed. "We have made no secret of the operation but we have not gone out of our way to publicize it either," he said.

British officials justified the latest salvage work by saying now that the last of the gold has been brought to the surface, the remains of the sailors who died would no longer be at risk from unauthorized hunters going after the sunken treasure. The same salvage and diving company that began the work in 1981 was contracted to finish it, although the profits will be far smaller. Air Traffic Controllers Face J)rug Therapy Or Dismissal still suspended without being told why." Candaele asserted. But he declined to specify how many of the 13 controllers had passed drug tests. The investigation was prompted by reports of illegal off-duty drug use by some of the 238 controllers from the FAA center in the desert north of Los Angeles, which monitors an area from Stockton, south to the Mexican border, parts of Nevada and Utah, and a 200-mile zone over the Pacific.

The 13 controllers offered drug rehabilitation have 15 days to respond, Abels said. The first three were notified Aug. 30. "If they choose to enter rehabilitation, they will be given leaves to do so," she said. During that time, the controllers would remain on the FAA payroll.

Any of the 13 who refuse the offer face removal from federal service, she said. "The investigation included both medical tests and a security investigation," she said. Abels said the suspensions had had a "very minimal effect" on staffing at the center. fctynpiled From News Services ANGELES The Federal 'Aviation Administration has completed Its investigation of off-duty drug Jwe.among air traffic controllers at a center by ordering 13 controllers to enter rehabilitation programs or be fired. Twenty-one other controllers, among 34 suspended when the inves-' ligation began, were cleared of the allegations and have returned to work at the Los Angeles Air Route Traffic Control Center in Palmdale, said Barbara Abels, a public affairs officer for the FAA's western region.

Word that some of the 34 had been told to seek drug rehabilitation was earlier, but the figures dis- closed Friday reflected completion of the FAA's internal investigation, Abels said. A number of controllers have "approached legal counsel" and may contest the results of the investigation, said Kelly Candaele, a spokesman for the Air Traffic Controllers Association. "In a number of cases, controllers passed independent drug tests and the FAA's drug tests, and they were 15C Innovator Teacher Rare 100-Ton Whale Is Killed In Collision With Cargo Ship Index Abrams, Rose Astor Gordon Amann, Leonard Sr. Barnes, Carrie 0.
