8A ST. LOUIS POST-DISPATCH SATURDAY, FEBRUARY 6, 1 988 15-Month-Old Girl Dies After 2 Heart Transplants Six Arabs Are Wounded On West Bank By Israelis Libel Suit In Bork's Thrown Out Last Opinion Compiled From News Services WASHINGTON The U.S. Court of Appeals in Washington threw out on Friday a $50 million libel lawsuit over a Wall Street Journal article that called a right-wing group anti-Semitic. The opinion was written by Judge Robert H. Bork on his last day on the bench.

He said, "This suit epitomizes one of the most troubling aspects of modern libel litigation: the use of the libel complaint as a weapon to harass." The suit was brought by the Liberty Lobby group. Bork wrote that the newspaper had been embroiled in long, costly litigation despite what he said were clearly insufficient claims. "The message to this defendant and the press at large is clear: discussions of Liberty Lobby is expensive. "However well-documented a story, however unimpeachable a reporter's source, he or she will have to think twice about publishing where litigation can be very expensive if not crippling," he wrote for the unanimous three-judge panel. The lawsuit was filed in 1984 after the Journal published an article about how President Ronald Reagan had given a letter of commendation to Roger Pearson, an advocate of racial betterment through genetic selection.

A 15-month-old girl who underwent two heart transplants in a span of five 'days died at Cardinal Glennon Children's Hospital with her parents by The girl, Amanda Mancuso, died at p. Thursday, 31 days after her second heart transplant. Joe Costan-tino, a hospital spokesman, said that had died of infections resulting from the second operation. Amanda was 4 months old when doctors diagnosed her as having idio- pathic cardiomyopathy, a usually illness in which the heart has diffi- culty pumping blood. Costantino said he knew of only one other case in which a child had two heart transplants.

He said those operations' had been performed at Loma Linda Medical Center in Cali- fornia. He said he did not know whether the patient, believed to be a 3-year-old, was still alive. Amanda's parents were identified as Joe and Maria Mancuso 28 and 24 years old, respectively of south St. Louis. Amanda was born Sept.

4, 1986, at St. Mary's Health Center in Richmond Heights. Her name was put on the heart transplant list last October. After a two-month wait, a donor heart was located. A funeral Mass for Amanda will be celebrated at 9 a.m.

Monday at the Church of the Magdalen, 4354 South Kingshighway. Burial will be in the Sts. Peter and Paul Cemetery. Surviving, in addition to her parents, are her sister, Alix Mancuso, of the home, and her grandparents, Juvenal and Josephine Mendoza, and Carolyn Mancuso. His brother-in-law, Steven Wagner, a lawyer from Queens, N.Y., suffered a broken breastbone in the incident, which happened Thursday outside Malik, an Arab village 15 miles north of Jerusalem.

Clashes were reported after Moslem prayers Friday throughout the occupied territories. Helicopters dropped tear gas on about 60 Palestinians who hurled rocks and chanted anti-Israeli slogans at Al Amari, the main mosque in Gaza City, an Arab witness said. In Jerusalem, a crowd of worshipp-pers emerging from noon prayers at the Al Aqsa mosque on Temple Mount encircled the neighboring Dome of the Rock, one of Islam's holiest sites. A mosque prayer leader asked them to leave, calling out: "Go home! Do not provoke a desecration of this holy place!" Instead, the protesters threw stones at riot officers, but police officers kept their distance, and no injuries were reported. Public schools in east Jerusalem were ordered closed for a week, starting today, in an effort to counter the unrest.

Rafi Devara, a spokesman for the city government, said 15,000 students would be affected. Compiled From News Services JERUSALEM Israeli soldiers wounded six Palestinians in the occupied West Bank with gunfire on Friday, hospital officials said. In Jerusalem, about 200 Arabs stoned police officers on Temple Mount. The army confirmed that two Palestinians had been wounded and said it was checking the other reports. According to figures from the United Nations, at least 43 Arabs have been killed by Israeli gunfire and more than 200 have been wounded since the latest unrest began Dec.

8 in the occupied West Bank and Gaza Strip. On Friday, two Palestinians were wounded in Hebron when soldiers fired on dozens of Arab protesters who barricaded the main road with burning tires and then threw stones at soldiers and passing cars, the army said. A staff member at Mukassad hospital in east Jerusalem said a 19-year-old Palestinian from Al Arub village near Hebron had been shot in the shoulder, and a staff member of Al Ittihad hospital in Nablus said five Arabs had been hospitalized with gunshot wounds in the legs and feet. Israel radio said one of the wounded, a 16-year-old girl from Hawara village, had been shot in the foot by an Israeli bus driver who opened fire after his bus was stoned. Meshulam Moskowitz, a Jewish settler from Brooklyn, N.Y., whose skull was fractured by a stone thrown by Arab protesters, regained concious-ness Friday.

Election Board Seeks Delay On Inspection Gertrude Ulrich, 83; Real Estate Broker The St. Louis Election Board asked a federal judge on Friday to postpone his order requiring a manual inspection of ballots in coming elections. Voters will be asked to check boxes oh signature cards to certify that they have been offered Instruction in the i delay the announcement of election results for several days, the board said. On Dec. 22, Hungate found that the board's use of the punch-card voting system violated the federal Voting Rights Act because the board failed to inspect ballots that the automatic tabulating equipment was unable to tally.

Hungate acted in a suit brought by Michael V. Roberts, an unsuccessful candidate for president of the Board of Aldermen. Tise of ttie punch-card voting system, A funeral Mass for Gertrude D. Ulrich, retired real estate broker and Republican Party leader, will be celebrated at 9 a.m. Monday at St.
