Mar. 6, 1987 4C Liberia To Get Help From U.S. Experts WASHINGTON (UPI) The United States is sending a team to Liberia to assume a major role in running the government's day-to-day financial af fairs, U.S. and Liberian officials said Wednesday. State Department officials called the arrangement highly unusual.

They expressed hope that it would help Liberia, a nation in West Africa, to overcome major economic problems. The 17 U.S. government financial experts will have joint "co-signing" authority with their Liberian counterparts over the raising and spending of money in the ministries of finance, customs and tax collection and in the central bank, officials said. But President Samuel Doe "has the final say on all these matters," said Phyllis Oakley, a spokeswoman at the State Department. Doe seized power in a bloody military coup in 1985.

Sen. Edward Kennedy, said Feb. 21 that an audit by the General Accounting Office of American aid to Liberia had found "substantial misuse and continuing diversion" of U.S. aid at the highest levels of the Liberian government. ST.

LOUIS POST-DISPATCH Simon Backs Changes In Campaigns ffninera! notices POHLMANN, ROBERT ARTHUR, March 5. 1987, beloved husband of Viola A. Pohl By Robert L. Koenig Post-Dispatch Washington Bureau WASHINGTON Sen. Paul Simon, said Thursday that the system for financing political campaigns was badly flawed and was "warping what we're doing on Capitol Hill." Testifying before the Senate Rules and Administration Committee, Simon said Congress should set up public financing for campaigns for the Senate to cut the influence of special interests.

"The perception out there is that public policy is on the auction block," Simon told fellow senators. "It's closer to reality than you or I would like." Simon has introduced a bill with Sen. Daniel P. Moynihan, to prpvide public financing for those running for the Senate. This bill and other campaign bills were considered Thursday.

"That's an excessive amount of time I have to take away from my responsibilities in the Senate," he said. He said last year's tax overhaul measure was flawed by input from special interests and campaign donations. He said poor people got short shrift because they have no money to donate.
