The officer ran a check on the van's Illinois license plates when he first tried to pull the couple over, Kenton said, but the van did not appear to be stolen. The car chase never exceeded 45 mph, he said.

Marschuetz said that the free driveway was against company policy and that corporate officials had no knowledge of it until a Florissant police official commented on it in a St.

Charles newspaper earlier this month. "The company wasn't aware of it," Marschuetz said. "We have policies against those types of things." He said the company on occasion provides "ball tickets" or a "dinner outing" for a city employee but nothing as expensive as a driveway. "We don't do construction work for free," he said. "What was done by our supervisor was wrong.

We're very embarrassed by this. We're going to take corrective measures." Marschuetz said he didn't know whether the company supervisor had been pressured by the city inspector to provide the driveway or whether the supervisor had initiated the freebie.
