William Proxmire, has called for an end to what he termed the "revolving door" through which high-level federal employees to take posts with private companies on whose contracts they have worked. Proxmire said Tuesday that last year companies with $10 million or more in Pentagon contracts employed more than 2,100 Defense Department employees who had left the government in the last three years. Proxmire has introduced legislation under which high-level federal contracting officers would have to wait at least two years before they could go to work for a company they had contracting Proxmire said his legislation "was urgently needed because the revolving door through which federal employees pass on their way to private-sector jobs is wide open and growing." These forecasts for Suspect In 40 Spokane Rapes Convicted Of 3 At Second Trial SEATTLE (UPI) Kevin Coe, "accused of being the "South Hill Rapist" responsible for more than 40 in Spokane, was convicted "Tuesday of three assaults. But the jury failed to reach a verdict in a fourth case.

At the trial, Coe, 38, was alternately called a scapegoat victim of mistaken identity and a "crafty" tactician who meticulously planned his vicious attacks. He showed little emotion as the verdict was announced at 11:10 a.m. The jury took nearly 37 hours to reach its decision in the trial, Coe's second. Dramatic testimony came from each of the four victims, who said Coe had grabbed them in darkness late at night or early in the morning in 1980 and 1981. He uttered obscenities and rammed an oven mitt or gloved hand into their mouths to silence them, they said.

King County Superior Court Judge Patricia Aiken immediately revoked Coe's bail of $100,000 and ordered him taken into custody pending sentencing. She declared a mistrial on the fourth count, which involved the rape on Aug. 30, 1980.0 of a 15-year-old girl. Coe's father, Gordon, provided his son with an alibi for the unresolved Obituaries count. He said he and his son had been watching the Errol Flynn movie "Virginia City" on television in the early morning hours when the rape took place.

The elder Coe was once managing editor of the Spokane Chronicle. The elder Coe sat next to his wife, Ruth, while the verdict was read. Mrs. Coe was convicted and sentenced in 1982 to a year in prison for attempting to hire an undercover policeman posing as a "hit man" to kill the trial judge and prosecutor in her son's first trial. The verdict was delivered at the beginning of the trial's sixth week and after more than a week of deliberations.

The second trial was ordered after the state Supreme Court reversed last year Coe's conviction in 1981, citing trial errors by the judge and prosecutor in Spokane. During the second trial, Coe denied the rapes and also recanted a confession made to a psychiatrist after his first conviction. He said he had made the admission as part of a scheme to avoid prison and be sent to a sexual psychopath treatment program at Western State Hospital. FRANK A. HOOPER 89, the federal judge who ordered the Atlanta public schools and the University of Georgia to integrate, died Monday in Atlanta. Judge Hooper, the ranking judge at the U.S. District Court in Atlanta in the 1960s, ordered Atlanta's schools to desegregate in 1961 after a commission had reported that. Georgians would rather close their schools than integrate.

Judge Hooper, was also part of a three-judge panel that ordered the University of Georgia, to admit two black students. Later, Judge Hooper ordered the integration of Atlanta parks, buses and Grady Hospital. In 1965, he ordered Gov. Lester Maddox to serve blacks on an equal basis at Pickrick Restaurant. call 287-4605.
