All the senators and representatives who care for the honor of our ment should urge and insist that an an. durative investigation be made the charges of cruelty against the nutives of the Philippines witteh have brought in various poblientions and various alleged witnesses against our soldiers and auxiliaries there. Such an investigation could be properly cartied on only by a special committee of congress. on whieh the minority in hoth houses should be liberally represented, 1r the people shall realize the volume of testimony that is now parently offered.

this will not be slow to dewand. a war that will brook no evusion or denial, that the whole truth be laid bare and that if any crinios against hare been they he punished in an emplary manner. It is dithcult to believe that Amerien officers and soldiers can have perbritted the atrocities which in many letters and verbal statements are toscribed as having taken place; much less is it credible that they should hare taken port in them. We shall hot accept the charges as even probable unJess fully proven through honest and competent investigation. But it must he owned that a prima facie case of some weight seems to hare been presented.

Allowance, of course. must he for the demoralizing effect of the war that is being waged in the Philippines contrary to the principles of human liberty and our noblest political traditious. That the better sensi-1 bilities of some of our soldiers have been dulled, if not deadeued by their service there, should not be surprising. There can be nothing lost by. al fair investigation of the military service in Philippines.

We do not believe that the majority of even the imperialistle senators aud representatives would willingly cover up snch atrocities as have beeu charged, if they exist. HOW IT HAPPENED. Philadelphia. March recovered from two of the most disastrous storms of the past 50 years, which were followed by floods equal to any in recent years, Pennsylrania was yesterday in the grip of the worst Snow storm known in years. The railroads felt the touch of the storm, all trains from western points being delayed. Freight deiiveries have been seriously Interfered, with, and the commercial. world Is again choking of the les band only removed from Its throat a few days ago.

The telegraph companies. which had barely succee.ted in ing up the rents made in their service two weeks ago, are also in trouble. throughout from all various cities and towns! parts of the state that the snowfall is heavy. The storm was particularly severe from Harrisburg west to beyond the Allegheny mountains. At Harrisburg.

Altoona and Bedford more than 24 inches of snow has fallen. From ell points in that territory serious delay to steam railroads is reported. The main line of the Pennsylvania railroad is practically tied up at Altoona, all passenger trains being hours behind schedule time. The storm was general in the middie Atlantic States. New York.

Maryland and Virginia, with parts of Ohio, report show, rain and sleet. Railroads Tied Up. Altoona, March worst, snow storm in years holds Altoona and the surrounding country in its grasp. Two feet of snow has fallen. The main line of the Pennsylvania Railroad company is practically tied up, with scarcely a wheel turning.

The strike of the trackmen in the Altoona yard is keenly felt, as the pripcipal difficulty lies in keeping switches open, and the strikers were nearly all expert switch tenders. The trolley cars were forced to quit running at noon: Business houses were deserted and no one was about who could possibly remain indoors. Street Car Lines Were Tied Up. Harrisburg, March city was in the grip of an old-time snow storm, that has tied up traffic on the street car lines and caused great de: oh the steam railroads. The storm caused much suffering among the peo: pie in the lowlands, which are still covered with water from the food.

To protect the city water supply the department yesterday, ordered that all elevators be closed until further no tice. Immense Drifts. Lewistown, March worst snow storm in years was experienced here yesterday. The snow fell steadily all day and last night bad reached a depth of 20 inches. A high wind accompanied the snow and made immense drifts.

Al roads leading into the city are blocked and business generally has been Passenger Trains Stalled. Hazleton, March fell here yesterday to. the depth of inches. The steam and electric railroads completely suspended tramc at noon. Many passenger trains were stalled along both the Lehigh Valley and Pennsylvania lines.

The storm has been the most severe for years in this section. Drifting at Lancaster. Lancaster, March Inches of snow has fallen here. A strong wind has caused considerable drifting. The trolley lines were put out of service, all trains on the Pennsylvania railroad and the Philadelphia and Reading rallroad have been greatly delayed.

Twenty-four Inches at Bedford. Bedford, March the snow 24 inches deep on the level, Bedford experienced the heaviest snowfall in years. All trains are from two to four hours late, and country roads are 50 drifted as to be impassable. Roads Impassable. Bellefonte, March terrible snow storm raged here all yesterday.

There was practically no business being done here yesterday, IMPRESSED BY NIAGARA FALLS Prince Henry Climbed Through Snow Drifts to View the Rapids. Rochester, N. March Henry of Prussia traveled from Chicago to Niagara Falls yesterday, crossed the Canadian frontier for a brief stay, during which he was officially welcomed by the Dominion, and resumed his journey last night.

He was much impressed also by the swirling rapids down in the gorge, and when he left his car the whirlpool he stood for several minutes watching the tumbling of the waters.
