Forty percent disagreed with that notion. The First Amendment seems to be still near and dear to people's hearts, although there's some evidence that not everyone fully understands it. For example, 65 percent of those polled said the protection against government interference in the news process provided by the First Amendment was a good thing, even if the press sometimes abused its freedom. But 58 percent said there ought to be a law requiring the networks to be fair and accurate, and 61 percent favored a law prohibiting the networks from projecting a presidential winner until polls were closed everywhere in the country. On the subject of politics, 61 percent felt that Ronald Reagan has been getting fair treatment from the networks; 60 percent said they'd seen at least one of the televised debates among the Democratic presidential aspirants, and 59 percent said the debates had been helpful; 67 percent said network news reports avoided favoring either party; 74 percent said candidates spend too much trying to get on network news shows; and 81 percent said television news spends too much time on the horse race aspects of campaigns.

At the same time, 58 percent said they were not looking forward to watching the political conventions, and 60 percent said television spends too much time covering politics anyway. a it While we're talking numbers, a Nielsen telephone survey conducted between 9 and 10 on Fourth of July night at Channel 4 expense showed Channel 4 with 24 percent of all St. Louis TV homes, when Channel 4 was carrying the climactic nighttime events at the VP Fair. Channel 5 had 5 percent and Channel 2 had 4 percent, according to the survey. If the sample is narrowed to only those homes in which television was being watched, Channel 4 picked up 52 percent, while Channel 5 had 11 percent and Channel 2 had 9 percent.

6 it The Sports Time pay-cable channel is scheduled to carry tonight's 8:30 game between the U.S. Olympic basketball team and a rotating group of NBA all-stars. The match, in Indianapolis' Hoosier Dome, will be the fourth of a scheduled eight contests between the two teams. Bobby Knight is coaching the Olympians, whose ranks include Georgetown's Patrick Ewing and North Carolina's Mike Jordan; Kevin Loughery is coaching the NBA pros, who will be joined tonight by last season's MVP, Larry Byrd. A Sports Time spokesman said a sellout crowd of 67,000 is expected in Hoosierville, a number he called the largest ever to watch a basketball game in person.

Conventional wisdom seems tc be wrong so often that maybe we ought to call it conventional misperception. For instance, It's terribly fashionable these days to talk about the low esteem the American people have for the American press. Most of this current wave of breast beating began shortly after the U.S. invasion of Grenada, when opinion polls showed that the public seemed to support the Reagan administration's decision to prevent the press from being on the scene and reporting the event as it occurred. Far less attention was paid to later polls, taken when the heat of battle had passed, which showed that the public came to believe that the press should have been permitted to report the invasion, under conditions consistent with the U.S.

government's perceived need for security. Now comes a new ABC News poll on the subject of the press and the public, taken in preparation for tonight's "Viewpoint" program (Channel 2, II o'clock), the theme of which is "Talking Back to TV News." Scheduled to be on hand to field questions from a live audience at George Washington University in Washington, D.C., are ABC News correspondents David Brinkley, Sam Donaldson, Peter Jennings, Barbara Walters, Steve Bell and Geraldo Rivera. Ted Koppel will moderate. And, as usual, the poll virtually explodes the myth of public antipathy toward the press, particularly national television news. Some of the highlights follow (differences of 7 percentage points or less are considered statistically insignificant): 79 percent of those polled said they approved, either strongly or somewhat, of the way the network news divisions do their jobs.

Only 15 percent said they disapproved. 58 percent said they thought network news covered all sides of controversial issues pretty well, while 41 percent disagreed. One surprise was a sort of free-floating anxiety that the public wasn't getting all the news it should from the networks. The poll showed that 57 percent said they thought network news programs often cover up stories that should have been reported; 36 percent disagreed. It's not just reporters who are cynical, either.

Of the people polled, 65 percent said that when government officials deny reports broadcast by the networks, it's the networks that usually are telling the truth. Only 14 percent said they believed the officials' denials. And 52 percent said they thought network news wasn't critical enough of the government in Washington; 27 percent said the networks were too critical. Americans are nothing if not fair-minded. Fully 84 percent said it was not all right for television news to invade ordinary citizens' privacy while working on a story.
