in Otto Eckstein, 56; Ex-Member Of Economic Advisers Council Compiled From News Services BOSTON Otto Eckstein, a former economic adviser for the White House and a pioneer of computerized forecasting in economics, died of cancer early Thuraday at Massachusetts General Hospital. He was 56. Mr. Eckstein was technical director of the Joint Economic Committee of Congress from 1959 to 1960, and he served on then President Lyndon B. Johnson's Council of Economic Advisers from 1964 to 1966.

Mr. Eckstein founded Data Resources Inc. in 1968 with Donald B. Marron, an investment banker. The company has more than 1,000 employees and is the nation's largest economic forecasting and analysis service.

The company was taken over by McGraw-Hill Inc. c. in 1979, and Mr. Eckstein had remained as president until 1981. Mr.

Eckstein lived in Lexington, Mass. and had been Paul M. Warburg professor of economics at Harvard University at the time of death. He was born Aug. 1, 1927, in Ulm, Germany.

His family fled Hitler's Germany in 1938 and had arrived in the United States in 1939. He studied at Princeton University and had received his doctorate from Harvard in 1955. Paul Douglas Harper; Florist Shop Owner Obituaries A memorial service for Paul Douglas Harper, owner of the Brentwood Florist Shop, will be at 3 p.m. Sunday at the Jay Smith Funeral Home, 7456 Manchester Road, Maplewood. The body was cremated.

Mr. Harper died March 16 at St. Mary's Health Center in Richmond Heights. He was 40. Mr.

Harper had operated the florist shop at 9202 Litzinger Road, Rock Hill, for nine years. He was a professional water color artist and had won awards at art shows in the area. He was a former vice president of the Brentwood Chamber of Commerce and served in the Air Force. Surviving are his wife, Catherine; a son, Matthew Paul; a daughter, Sarah; three brothers, Edwin L. of Dallas, Allen C.

of Miami, and Richard L. of St. Louis; and a grandmother, Mrs. Denver Wright of St. Louis.

Lyle 0. Heyde, 59; Fire Battalion Chief A funeral service for Lyle 0. Heyde, a retired battalion chief of the St. Louis Fire Department, will be at 1 p.m. Monday at Kutis Funeral Home, 10151 Gravois Road, Affton.

Burial will be in Jefferson Barracks National Cemetery. Mr. Heyde died Thursday of leukemia at Jewish Hospital. He was 59. He had served with the fire department for 32 years and had taken a disability pension in 1981 because of his illness.

Mr. Heyde served in the U.S. Navy during World War II the European, African, Middle East and Philippine theaters. Surviving are his wife, Edna; a son, Gary, of St. Louis; a daughter, Janet Rogers, of Melbourne, Australia; a sister, Lura Etnier, of Decatur, a brother, Gerreld, of Lexington, and two grandchildren.

Clyde H. Queen, 65; Ex-Kirkwood Worker A funeral service for Clyde H. Queen, a retired employee of Kirkwood, will be at 1:30 p.m. Saturday at Pfitzinger Mortuary, 331 South Kirkwood Road, Kirkwood. Burial will be in Methodist Cemetery, Caledonia, Mo.

Mr. Queen died Thursday at St. Joseph Hospital of Kirkwood of a heart attack. He was 65. Mr.

Queen had been Kirkwood's rabies control officer for 13 years. Surviving are his wife, Ethel Ford; a daughter, Mary Miller of Kirkwood; two sons, John Kenny of Kirkwood and Skip of Okeechobee, and 10 grandchildren. 'Boil' Order Is Reinstated In Florissant About 55,000 residents of Florissant have been told once again to boil their drinking water because of contamination by bacteria. The boil order was issued at 5 p.m. Thursday by the St.

Louis County Health Department after "abnormally high" levels of coliform bacteria were found in test samples taken Monday. County and city officials said the source of the contamination had yet to be found. Louis B. Jearls, director of public works, estimated that the order would last about a week. The contamination appears to be confined to the Florissant water system.

The system serves most residents in Florissant and about 75 residents of an unincorporated area of St. Louis County. This is the second time this month that Florissant's residents have been told to boil their water. A boil order was in effect March 2 through March 9 after county health department officials found unsafe levels of coliform bacteria in the water dating back to Feb. 8.
