The remaining stores in the mall are scheduled to open Thursday. Picone shoes, originally priced at $95 a pair, was tagged at $50. Bandolini shoes were marked down to $40 from $77. Across the hall, at Beacon Linens Cannon Factory Outlet, queen-sized sheets and pillow cases sell for $18.99 a set. That is reduced from the retail price of $28, according to the manufacturers.

Twin-sized electric blankets cost $27.99, rather than the retail cost of $39.99. Nationwide, manufacturers are expanding their factory outlet stores to promote their merchandise and to increase business, Pic Investment representatives said. Ron Pare, a regional representative for Cannon Towels, said Cannon had opened four outlet stores across the country, and is planning to open more. Pare was in Wentzville from North Carolina last week to prepare for the opening of Beacon Linens. "The mall concept is particularly attractive because of the drawing capacity by bringing all merchants together," he said.

"The more the merrier; the more mix of merchandise the better." The mall is the third in the nation owned by Belz Enterprises of Memphis, Tenn. Other Belz factory malls are in Orlando, and Memphis. The mall was financed by a $9.5 million bond issue authorized in July by the St. Charles County Industrial Development Authcity. Last week, workers were putting the final touches on storefronts.

The mall is decorated in buff and brown with cedar paneling and stone and brick storefront facades. The no-frills decor is part of keeping the overhead low, said William S. Pauley, a vice president of Pic Investment The mall is one part of the 130-acre corporate development planned at the site by Pic Investment. The developer plans for the plaza to develop over a five- to eight-year period, dating from 1980 when work began. A sleeping giant will awake Thursday with the opening of Belz Factory Outlet Mall in Wentzville.

After 2 "4 years of groundwork, the $10 million mall is the first completed project in a $250 million corporate complex planned at Interstate 70 and U.S. Highway 40-61. When the mall's first 33 stores open Thursday, shoppers can select goods ranging from cowboy boots and eyeglasses to hot tubs and cosmetics. One women's apparel store that opened Thursday brought hundreds of shoppers. They roamed the spacious walkways to get sneak previews as store owners unpacked cartons of merchandise and arranged window displays.

"It looks great," said one prospective shopper. "But I live close by, and I hate to see the traffic." Her companion said, "I live close by, too, but I hate to see me spend the money." The mall covers 30 acres and has 1,500 parking spaces. It has 346,000 square feet in the shape of a cross and can accommodate 60 merchants. Developers said all 60 stores will be open by April. At that time, the mall will supply 400 to 500 jobs as 4,000 cars arrive daily, said representatives of Pic Investment Inc.

Less evident construction during the last 22 half years was an intricate system of wide boulevards that lace the site in preparation for future development. Pauley said construction of a Sheraton Plaza Hotel should begin April 1.

The 140-room hotel, with banquet and dining rooms, will be built near the mall. In two weeks, a smaller shopping center near the mall will be completed for retail stores, said Joseph M. Johnson' III, also a vice president of Pic Investment. Other phases of construction call for a bank, a retail center, a service center, six office buildings of undetermined size and three warehouses. Paric Corp. of Creve Coeur has announced the promotion of Connie Krucky of St. Charles to assistant controller. Mrs. Krucky was an accountant for the construction company.
