(AP) A member of Congress and some individuals and groups have filed suit seeking to impose a $50,000 limit on payments to farmers under the federal payment-in-kind program.

A survey by the U.S. General Accounting Office says that seven California farms got more than $2 million each and that two got about $3.7 million each from payments under the program. The payments amounted to $11 billion nationally this year, the survey said. The plaintiffs in the U.S. District Court suit, filed Tuesday against Agriculture Secretary John R.

Block, included Rep. Fortney H. Stark, D- chairman of a House Ways and Means subcommittee that has been looking into the program. The suit says that a 1981 statute should apply that limits payments to farmers to $50,000 for not growing wheat, feed grains, upland cotton and rice. The Agriculture Department maintains that the 1981 law does not apply because the payments are in crops, not in cash.

Under the payment-in-kind program, a farmer agrees to take some acreage out of production and in return gets from government surpluses an amount of the crop equal Actor Hailed For Role As Addict Dies Of Apparent Drug Overdose NEW YORK (UPI) James Hayden, a promising actor whose riveting portrayal of a drug addict in a current Broadway show won him critical acclaim, has died of an apparent drug overdose. Hayden, 29, who was COstarring with Al Pacino and J.J. Johnston in the Broadway revival of "American Buffalo," was found dead in his West Side apartment early Tuesday. Police said he was on the telephone with his wife, who lives in California, about 4:30 a.m. when he suddenly stopped talking.

"He was talking to his wife, Barbara, when he started to fade," said a police spokesman. "The wife called their family doctor, who then called 911." Police said they had found hypodermic needle and three empty glassine envelopes believed to have contained heroin in the actor's apartment. Officials said Hayden apparently had died of a drug overdose, but an autopsy was to be performed to determine the exact cause of death. The actor was found dead six hours after he received a standing ovation for his performance as Bobby, an ex-drug addict working as a 'go-fer' in a junk shop. Critics hailed the handsome, Brooklyn-born actor, for his realistic portrayal.

Hayden's career had been going 'great guns," said a spokesman for "American Buffalo." The play is to continue its run with understudy John Shepard in Hayden's role. Hayden had also appeared in Arthur Miller's "A View From the Bridge," and was nominated for an Outer Critics Circle Award for his performance. Arrests Of 30 End State Drug Inquiry KENNETT, Mo. (UPI) Nearly 30 people charged with selling marijuana were arrested Tuesday in southeast Missouri and northwest Arkansas. The arrests have concluded a 10-month undercover investigation by the Missouri Highway Patrol.

In all, 31 people had been indicted. Most were charged with selling and possessing marijuana. Two suspects were charged with selling cocaine, authorities said. HONG KONG (UPI) Divers found the bodies of 78 crew members of the sunken drill ship Glomar Java Sea off the coast of China, a Chinese newspaper reported, but the vessel's owners said the reports were unconfirmed. In a dispatch from Canton on Monday, the newspaper Ta Kung Pao said the bodies were of 37 Americans, 34 Chinese, four British, one Canadian, one Australian and one Singaporean. The newspaper said the bodies were trapped in the ship's cabin. To recover them, Chinese authorities plan to cut up the wreckage, sunk in 300 feet of water.
