By Phil Sutln Of thtPott-Ditpatch Staff St. Louis County officials are trying to make nearly $1.9 million in available federal jobs money cover $5.5 million in requests for funds. Requests for federal Jobs Bill money have come from 24 municipalities and three agencies, said Donald Clark, director of the Department of Human Resources.

Clark's agency will allocate the money. County Executive Gene McNary asked the County Council on Tuesday to accept the money, but not to specify where it would go. Florissant is the only county municipality with its own allocation of Jobs Bill funds. The city will receive $134,000, said Albert Mocker, its planning director. Kinloch and Wellston are competing for Jobs Bill funds allocated to small cities in the state.

St. Louis plans to use its allocation of $7.1 million in Jobs Bill funds to keep building inspection and park services that otherwise would have to be cut to balance the budget for the fiscal year that began May 1. But in St. Louis County none of the Jobs Bill money will be spent to maintain existing municipal services, Clark said. "We want to spend the money quickly," he said.

"We want it to create new jobs. And we want it be used where it will leverage additional federal or private funds." Clark said the 24 municipalities are seeking nearly $4.1 million for projects. Most of the municipal requests are for storm water drainage projects, street improvements and other public works improvements, Clark said. The Metropolitan Sewer District is studying the storm water requests to see how they fit into the district's plans, he said. The 24 municipalities seeking funds, Clark said, are Ballwin, Berkeley, Breckenridge Hills, Calverton Park, Country Club Hills, Eureka, Ferguson, Glendale, Hanley Hills, Hazelwood, Jennings, Maplewood, Northwoods, Olivette, Overland, Pagedale, Pine Lawn, Riverview, Rock Hill, St. John, University City, Uplands Park, Webster Groves and Winchester. Florissant's Mocker said his city had not decided how to spend its $134,000. The city will hold a public hearing on the matter at 7 p.m. Monday at City Hall, 955 rue St.

Francois, Florissant. The state, meanwhile, has been allocated about $4.3 million in Jobs Bill funds that must be divided among as many as 1,000 eligible small towns, Patrick J. Healey, a program assistant in the state's community development grant office; said. Kinloch and Wellston are among those communities. State officials, Healey said, hope to divide the money by July 15 several weeks after officials in St.

Louis and St. Louis County act. The state is delayed because it has to write regulations for the program, he said. But the money should be available for use this construction season, Healey said. ACHI Webb said that critics misunderstood the company's intentions.

Showtime and Cinemax. he explained, became available to St. Louis area subscribers in October 1981. Warner Amex had chosen to make Showtime and Cinemax available early, rather than wait until Qube was introduced, Webb said. "We wanted to make available all the services we he said.

Vogel, chairman of Sunset Hills' Cable TV Committee, questioned whether the increased cost violated the franchise agreement between the city and the cable company. The agreement requires the company to get. the city's approval before it reduces the number of program services. Sunset Hills City Attorney Robert C. Jones said he believes that Warner Amex is in violation of a part of Ihe franchise agreement that requires the company to provide at least three pay movie channels at what is called Level Two service.

But the introduction of Qube pushed Cinemax and Showtime into a higher 'level of service, Jones said, leaving Warner Amex providing only two channels at Level Two. Webb said he disagreed with Jones' interpretation. Warner Amex's attorney has assured him that the franchise agreement listed specific channels the company had to provide, rather than giving a minimum number of channels. One channel on the list went out of business, so Warner Amex can no longer be expected to provide that, Webb said. The dispute over interpreting the franchise agreement went unresolved at Sunset Hills' board meeting.

But Webb agreed to have an attorney send a letter explaining the company's interpretation. I While Sunset Hills officials are debating the problems with Warner Amex, representatives from iother cities said they planned no immediate action. Selby Meyers, city administrator for Creve Coeur, said he had received complaints about the selling of Qube, "but we can't really do anything about it." Feldman of Olivette, said, "We're not happy with it, but that's the way it is." Webb said that with current technology, it would be impossible to get Showtime or Cinemax after early September unless a subscriber had Qube. People who subscribe to Showtime or Cinemax are likely to be heavy users, he explained. They also are to want to subscribe to channels planned for the future channels that will be available only through Qube, Webb said.

By subscribing to Qube now, subscribers will be able to expand their service in the future, he said.
