8 p.m. The Better Business Bureau has issued a warning to consumers about two chains of dry-cleaning shops. The warning stemmed from the owner's failure to respond to about 50 customer complaints, the bureau said. complaints have been lodged against Waddell's 45 Minute Cleaners, which has eight stores in north St Louis. Fifteen complaints were against Continental Cleaners, which has two stores in St Louis and St Louis County.

The bureau said a number of customers had complained that the cleaners lost their garments, while others had complained of damaged clothing. "Many of Waddell's customers Indicated that the firm offered a small sum of money as compensation (for lost or damaged clothing), but they felt the amount offered would not compensate for the loss," the consumer warning stated. Benton Waddell, owner of the two chains, contended that he had treated his customers fairly. "We respond to every complaint filed by our customers," he said. "However, some of the complaints are just ridiculous." Waddell said that more than two-thirds of the complaints submitted to the bureau were from customers dissatisfied with the amount of money offered for compensation of lost or damaged garments.

"I feel the compensations granted have more than compensated for the customers losses, and I will not go over $20 for damaged or lost clothing," he said. Waddell added: "We receive more than 750,000 cleaning orders a year and only 400 garments are either lost, stolen or damaged, and I feel this is a pretty good track record." Land ROSSWOG. "I'm not going to pay that price," he said. "They may find enough doctors and lawyers in St Louis to come out and buy these little farms and use them for shooting reserves. But legitimate farmers can't" 'Complaints about the appraisals abound: Joe and Shirley Doza of Leasburg have had their 120-acre farm appraised at $42,000, about $5,000 more than the corps paid them for it When they left the farm, it had 11 buildings. Today there are none, and the fields that once bore row crops are now covered with weeds. "They said, 'Take it or leave it The price is non-negotiable," said Mrs.

Doza. "We just can't afford to buy it back. Who's got that kind of money?" Roselyn Kroenlein of Bourbon was paid $33,000 for her 60-acre property, which included a Grade A milk barn and nine other buildings. To get it back, she must pay more than $43,000. "My buildings were burnt, my orchard is a disaster, my fences are ail gone, and my hay field is all weeds, trees and multiflora roses," Mrs.

kroenlein said. "It's not even worth a third of what they gave me. It just breaks my heart to even look at it I think they should be ashamed for trying to take the farmers this way." Crawford County Assessor Willard West, who is reassessing all of the county's property, says he believes the corps' prices are "quite a bit higher" than the going prices for land. "Some of the better land may go for $500, but you can buy rough land for $200 to $300 an acre," he said. "I can't Understand how the corps can ask more for it.

It's depreciated, as far as I dan see." The corps' Sandlin says that the appraisers used a standard, nationally accepted appraisal method that involved comparing the corps' property with property that had changed hands in the area recently. All of the appraisals were reviewed and re-reviewed by corps officials, he said. The main reason the corps is asking more than it paid is inflation, Sandlin said. "We purchased the land at 1970 prices," he said. "Inflation was pretty hard on everybody in the '70s.

A 1970 dollar would be worth about 44 cents today. So if we paid $1,000 for a piece of property in 1970, even if it hadn't appreciated it would be worth more than $2,000 in today's dollars." The corps paid an average of $399 an acre for the Meramec land. Sandlin says that in cases in which the buildings have been removed from the property, the asking price reflects the deterioration. The state is permitting former owners who disagree with the appraisal of their old property to get a second opinion and negotiate a different price. But Sandlin said the corps doesn't think it has the authority to do that "The federal law said only that the corps was to sell it at current market value," he said.

Sandlin said the corps had "absolutely no reason to ask for more than the land's worth." "This isn't a situation we relish being in," he said. "We only hope that people understand what we're doing and why." The state has already sold three of its 71 parcels of Meramec land and expects to sell 15 more this month. Don Schultehenrich, a state planner who is helping process the sales, said no one had requested a second appraisal and only a few complaints had been made about the state's appraisals.
