Zlmmet recommended that the commission refer the case to the Justice Department for "an Investigation and appropriate criminal action against the two." Zlmmet ruled Friday that Gulf did not deliver volumes of gas to an interstate pipeline as required under an FPC certificate. Apparent inaction on the part of the pipeline gas buyer, Texas Eastern Transmission Corp. of Houston, to get Gulf to satisfy its obligations Indicates a possible violation of antitrust laws to withhold gas to drive up prices, Zimmet said. In late 1975, Zlmmet said, the FPC became aware Gulf was not delivering the certified volume of gas and Initiated a show-cause proceeding against Gulf and Texas Eastern.
