A8 Pharos-Tribune, Logansport, Indiana, Sunday, September 9,1990 Amtrak Opening New Routes Changes necessary because Conrail quit using 19 miles of track between Valparaiso and Gary CLEVELAND (AP) Cities along two new Amtrak routes that will go into service in November -are sprucing up historic passenger train stations but cities that are losing the service want federal help to keep from being derailed. The Broadway Limited passenger train from Chicago to New York and the Capitol Limited from Chicago to Washington are to begin new routes Nov. 11. It will mean closing some stations in Ohio and Indiana and opening others, said Amtrak spokeswoman Deborah Hare from her Chicago office. "The community as a whole is looking forward to this," said Alliance Mayor Francis Carr.

"It's been 15 to 20 years since we've had passenger traffic here." Carr said the city is renovating a brick building for use as a passenger terminal near the tracks. Both trains now operate over Conrail tracks through Canton, Crestline and Lima in Ohio, and Fort Wayne, Warsaw, Valparaiso and Hammond-Whiting, Ind. The Capitol will route through Alliance, Cleveland, Toledo and in Indiana Waterloo, South Bend and Hammond-Whiting, Ms. Hare said.

Amtrak is making the change because Conrail, which owns the tracks it uses, stopped using 19 miles of track between Valparaiso and Gary, and is billing Amtrak for track maintenance, Mrs. Hare said. Lima Mayor David Berger and Fort Wayne Mayor Paul Helmke wrote Attorney General Richard Thornburgh Aug. 2, to ask him to stop the change. "This is a passenger service we've had for over a century and one we want to retain," Berger said.

"Amtrak is being coerced off the line by Conrail. Conrail's intention is to downgrade the line and ultimately dismantle it. That would have grave economic consequences for us." Tom Hirt, Conrail track supervisor in Lima, said the company has no plans to remove the tracks. In their letter to the attorney general, Berger and Helmke said Amtrak did not give proper public notice of the change and did not get permission from Congress as required by the 1973 Rail Passenger Service Act that created the federally subsidized rail service. Amtrak contends the change will not affect "major population centers." The mayors say Lima is ranked 181st of 283 metropolitan statistical areas designated by the Office of Management and Budget, and Fort Wayne was ranked the 96th largest city in the 1989 census.
