Smith, who speaks from person al experience, appears to have even stronger doubts about Operation Egress Recap than Falk or Mrs. Weiss. When Smith was released by the Viet Cong in 1965, he said at a press conference in Cambodia that he intended to join the peace movement when he went home. The Army then took him to Okinawa for what, Smith said, it called a debriefing session. It was not until six months later that Smith was allowed to leave.

After 20 days of intensive debriefing, Smith said, he was informed that he would be charged in a court martial with aiding the enemy, a charge punishable by death. According to Donald Duncan's epilogue in Smith's book, "P.O.W." (which Smith confirmed last week as accurate) "The Army's duplicity came as a tremendous shock. Smith just couldn't believe that they would set up a debriefing under the pretense of getting information important to the welfare of American soldiers and then turn it around and use it for court-martial charges." Eventually, and after Smith's had stirred some controversy in the U.S., the charges against him were dropped. He is now a rural mail carrier in New Cumberland, W. Va.

In a less drastic vein, Smith said he thought that one of the prime goals of Operation Egress Recap would be "to perthe POWs that everything" they (the military) did made sense. Like bombing the camps." AT THE SAME time, Smith said, the military will try to erase any doubts in the men's minds that the acts they performed as soldiers were wrong. For example, he said, "if a man has come to look at the Vietnamese as human military will seek to pershade" him that regardless of what he did, such methods were necessary. The tactics used, Smith said, will be subtle. But if necessary more blatant ones will be used.

For instance, men who had intended to make the military their career will be told that promotions hinge on not makofficially embarrassing statements. For many men, who might find starting a new career at their point in life very difficult, such threats could be very effective, Smith said. The best way to repatriate the POWs, Smith said, would be "to let them come back to the U.S. immediately. There's no reason they couldn't be treated as out patients." FALK SUGGESTED that the families of the men could be flown at government expense to meet them in Vietnam.

Psychologically, he said, this would make the POWs' release experience much easier. For example, she said, one man had his hand sewn onto his arm by the North Vietnamese after his wrist was shot off in combat. He may eventually want plastic surgery, she said. "But that doesn't mean that he ought to be kept at Clark Air Force Base (in the Philippines) for two weeks before he can see his mother." Roos To Elaborate On Call For Wider Home Rule St. Louis County Supervisor Lawrence K.

Roos will meet tomorrow with a County Municipal League commission to discuss his call for expanded home rule powers to deal with community deterioration. Roos, in his meeting with the league's Minimum Municipal Standards Commission, is expected to elaborate on his recommendation. The commission, formed last summer to recommend which governmental services should on a county-wide basis, has been chided by Roos for its failure to make specific proposals. The commission was formed after the defeat of three home rule amendments to the county charter in November 1971. The commission chairman, Robert G.

Rimmel, county councilman; Robert Rulkoetter, board chairman of Uplands Park and president of the Normandy Municipal Council; Australian Union Ends U.S. Boycott SYDNEY, Australia, Jan. 9 (AP) The two-week-old boycott protesting against the American bombing of North Vietnam was called off today by the Australian Maritime Union. Two other unions involved in the boycott are expected to follow suit. Maritime Union Secretary Elliott V.

Elliott said the boycott stopped at the request of was the Australian Council of Trade Unions, but that members had the right to resume it. He said the ban had been worthwhile because of the world-wide reaction it had provoked. One of the results was a retaliatory boycott of Australian ships by longshoremen on the United States East Coast. Nine Australian ships carrying meat and wool have been tied up. Only two American ships were affected by the Australian boycott.

Griffin, cochairman of the Committee for the Preservation of Local Government, said he considered Roos's proposal "a smokescreen for extending his control in St. Louis "The danger lies essentially in that it transfers local control by elective officials (municipal officials) to county appointed bureaucrats," he said. Blight, Griffin said, is the result of "insane social programs." Blight and deterioration occur, he said, "in those areas where there are government programs such as sidies and welfare" that have "brought about destruction of pride in home ownership." Supervisor Roos, Griffin said, should first demonstrate the county's ability to stem blight in the unincorporated areas before attempting to extend control over municipalities.
