Tax increases and incumbent candidates seeking re-election had problems in school district elections in St. Louis County. At least one incumbent candidate was defeated in seven of the 26 districts yesterday. Voters in three districts refused to approve tax Increases, In the Special School District, the board president, Wendell H. Stark, was unseated byH.

Evan Roberts, president of a manufacturing firm. Roberts ran avigorous race against Stark, who had been on the Special District board since it was created in 1957. Roberts will represent a central county area that encompasses the La-due, Kirkwood, Brentwood and Ritenour school districts. In Brentwood voters approved an increase, which enables the school board to reduce the debt retirement fund rate by an equal amount of 15 cents. Thus, the total rate of on each $100 of assessed valuation on Brentwood property remains unchanged.

Pattonville voters defeated both a 44-cent tax-increase proposal (also rejected on March 3) by a vote of 4170 to 3295, and a $2,500,000 bond issue that would have required no tax increase. The proposed bond issue was for $1,000,000 less than a similar proposition defeated last month. The bond issue was to have financed construction and renovation at Holman Junior High School and other site improvements throughout the district. Although a simple majority vote favored the bond issue, 3794 for to 3546 against, it did not receive the necessary two-thirds majority. Woodruff Victor in Kirkwood Proposals to change the office of police chief from elective to appointive failed in two St. Louis County communities jesterday, but was approved in a third. In Shrewsbury and St.

Ann, the proposals were overwhelmingly defeated. Rock Hill voters approved the proposition. The St. Ann proposal to make the office of police chief-collector appointive lost, 2378 to 495. Shrewsberry voters defeated, 907 to 308, a proposal to appoint the police chief, and rejected, 887 to 395, a proposal to appoint the city collector.

The office of collector-police chief is held by Fred J. al yesterday. Two of three annexation pro-p a 1 were defeated despite overwhelmingly favorite votes in the city itself. On proposition which would have added the Fox Creek Golf Course, to Ball-win, city residents voted 1259 442 for the annexation, but those In the unincorporated area were opposed 1442. Proposition A also iost because of the unfavorable vote in the outlying areas.

Only proposition in lnnd voters approved propositions to extend the rights of way of Union Electric Co. and Laclede Gas but no vote breakdown was available. which there were no voters in the area to be annexed, was an over-all favorable vote given. In Flordell Hills voters approved a proposition to extend a contract for police services with Jennings. The contract price for the next fiscal years would be $12,000.

Results in an election in Oakland on a 20-year extension of. right-of-way franchise a e- ments with Laclede Gas Co. and Union Electric were unavailable. Voters in Dellwood approved a proposition to extend a right-of-way franchise with the St. Louis County Water Co.

sales tax by a vole of 422 to 249. Pine Lawn residents voted to make the office of city collector appointive, but an exact vote tally was not available. In Ferguson, voters approved a proposition to contract with the Black Jack Fire Protection District, eliminating a double taxation of an outlying section of Ferguson. The area will be served exclusively by Black Jack. A voting breakdown was not available.

MARTIN Of the Post-Dispatch Staff St. Louis County voters by a narrow margin decided to tax themselves a additional 5 cents for 10 years to finance a 514,500,000 expansion and renovation program for the St. Louis County Library system. In ail, eight new branches will be built, bringing the total to 17, and five buildings will be remodeled.

The proposal, which required a simple majority, received 50.46 per cent of the vote. The totals were 37,506 for the increased levy and 36.821 against. The 5-cent addition will constitute a building fund for the library system and will be added to the present rate of 12 cents for each $100 of assessed valuation. Nine municipalities maintain their own library systems and are not subject to the tax. They are Kirkwood, Webster Groves, Ferguson, Brentwood, Maple-wood, Rock Hill, University City, Valley Park and Richmond Heights.

The county library, which has been in operation since 1947, is a separate governmental entity and has no ties to county gov-e t. The district serves more than 780,000 persons. The new branches will be constructed over the 10-year period in areas that are not now well served. The branches would he built in the following general areas: Chesterfield-Creve Bridgeton-Hazelwood, Oakville-Mehiville, Crestwood-Oakland-Glendale, Black Jack-Spanish Lake, Manchester-west county, the near north county municipalities north of Page Boulevard, and Clayton. The main headquarters, at Lindbergh Boulevard and Clayton Road, will be remodeled, along with the Florissant Valley, Daniel Boone, Tesson Ferry and Kinloch branches.
