St. Charles and Sunset Hills voters approved 1-cent sales taxes.

In Rock Hill, residents elect ed a mayor, Jesse L. Stroup, and defeated a proposal to change the office of police chief from elective to appointive. The unofficial vote in St Charles on fluoridation was 1102 for and 2634 against; 2106 vot ers were for the sales proposal, 1642 were opposed. Each re quired a simple majority. St.

Charles Mavor Frank Rrockgre'itens said that younger residents seemed to be in favor of fluoridation, because of the dental profession's contention that it would help prevent tooth decay. Older residents were opposed, he said, because of con cern that it would be harmful to their health. "The question came up about 5 or 6 years aso," he said "and the Council did not ap prove -it. This year, when it came up a.uain, we decided to put it on the ballot and let the people decide." The new sales tax is expected to yield about $600,000 annually. Half the money will be used for street improvements.

The rest will be used for capital im provements or put into the gen- era I fund. Richard J. Oehler presi dent of the Creve Coeur Fire Protection District board, said that a recent strike by members of the district might have had an effect on the defeat of the ambulance service proposition. The unofficial vote was 452 for and 613 against. A simple majority was needed.

"We suspect that the strike was a factor," Oehler said. "People were disturbed and unhappy over the labor situation. Maybe some of the feeling carried over." Oehler said that the priposali might be resubmitted. He said that only 7 per cent ot the registered voters in the district had turned out. Singer To Entertain In Lieu Of Draft LOS ANGELES, Sept. 15 (UPI) Carl Dean Wilson, a member of the Beach Boys rock group, received court ap proval yesterday for fulfilling his military obligation by touring prisons, hospitals and orphanages. United States District Judge Harry Pregerson approved the plan submitted by Wilson, 24 years old, whose conscientious objection case dates to 1967. Last year Pregerson sent enced Wilson to three years' probation on the condition he work for two years as a helper in the county department of hospitals and pay a $4000 fine. In accepting the substitute plan, Pregerson said he was influenced by letters from wardens and recreation directors at two dozen prisons expressing enthusiasm for the idea.
