The budget office sent the lawmakers a report on the recovery, projections on the economy and an outline of two possible strategies, one aimed mainly at producing more jobs, the other at reducing inflation.

It recommended neither approach, but it outlined the expected consequences in each case. The report indicated that more Americans will get jobs, but that all Americans will be paying higher prices. Confirming what most man beings. "Since there are excesses, some human beings need to be controlled. Too many peopl blame the excesses on the system," he said.

Landfather said the foundation's decision to help fund the center is in the tradition of Joseph Sunnen, who has taken an active interest in social and economic affairs for many years. But it said sudden complete decontrol "would add nearly 2 per cent to the general price level and could retard or even abort recovery." Authority for oil price control has lapsed and Ford has vetoed a six-month extension, but indicated he would accept a shorter extension if agreement were reached on overall energy policy.

The House resumes today wrestling with an energy bill. Meanwhile, oil companies have not taken advantage of the lapse of controls. Looking farther ahead, the budget office said: "Through early 1976 the congressional budget office projects a rapid rate of recovery from the bottom of the recession. Beginning in mid-1976, however, tighter monetary policies and the impact of higher prices are expected to retard the recovery. "By the end of 1976, the projections indicate an unemployment rate in the 6.9 to 7.6 range representing some 7,000,000 unemployed persons and an inflation rate of 5.0 to 7.5 per cent.

Sam G. Landfather, who is treasurer of Sunnen Products Co. and executive director of the Sunnen Foundation, said the $100,000 from the foundation was offered as seed money because of the need for educating the society on economics. "It seems to be a lost subject," he said. Landfather said the Texas legislature passed a law requiring that business courses be taught in the public schools but that "they couldn't find the teachers or the textbooks." Although the logo was created by the design firm of Lippincott Margujjes, of New York, the company's advertising account will be handled by McCann-Erickson Advertising, New York.
