9 A Nov. 11. 1975 ST. LOUIS POST- DISPATCH Composers' String Quartet Plays By FRANK PETERS Post-Dispatch Music Editor The Composers' String Quartet played its first St. Louis concert last night at the Ethical Society as part of the series of touring chambermusic ensembles presented there every year.

It is a young quartet, with women in the second-violin and viola chairs. The musicians showed a keen sense of proportion and meaning in the two major works they played, Beethoven's Op. 135 and Mozart's K. 590 in F. They were attentive to detail.

The strangeness of Beethoven's scherzo and finale was heightened in their reading, but those movements surrounded a slow movement whose beauties were brought forth with uncommon warmth. Mendelssohn's unfinished Op. 81 in 1 and a Boccherini quartet in minor (Op. 58, No. 4) completed the program.

Through the evening the Composers' Quartet realized its intentions more elegantly in slow sections than in fast ones. When the pace built, and the notes rose loud and high, roughnesses appeared in the ensemble; the first violinist, otherwise secure in his intonation, played out of tune in such circumstances, rasped his bow and produced a wiry tone. The Mozart quartet disclosed similar problems for the cellist. night at least, the Composers' Quartet was a group of evident musical sensitivity and intelligence, interested in its music and able to interest the audience in it, yet too often letting its technical difficulties compete with the music for attention. Poco Performs Country, Rock Budget Talks By JOHN S.

CULLINANE Hardly anyone bothered to think whether it was country, rock or both when Poco played at the Ambassador Theater last night. About 3000 heard the concert, which included an opening set by James Lee Stanley, a modest performer whose performance was something to boast about. The four members of Poco have kept their show format the same, starting with some foot-stomping country twobeat tunes and gradually Mrs. C. M.

A lot of numbers were somewhere in between. The one man in the band who didn't sing, Rusty Young, provided the biggest instrumental voice in the group with his pedal steel guitar. He is also an accomplished bluegrass banjo player. Young took as many solos on his pedal steel as Paul Cotton did on his electric and acoustic guitars. Sometimes the parts were because indistinguishable, So did their voices.

The 17-member commission, which has been holding hearings across the county since its formation in April, was to hear testimony from medical experts, community leaders, patients and others concerned with arthritis. At a reception for the commission members last night, Dr. Ephriam P.

Engleman of San Francisco, chairman of the commission, said the hearings were valuable because they allowed the commission "to gain imput from all spectrums of society as well as stirring up interest for the cause of arthritis problems on the grass-roots level." The commission will hold four more hearings this year before compiling its findings. Those findings, along with the reports from six groups within the commission, will then be used to prepare a longrange plan for the use of vital statistics Carlisle, Robinson, Lax, 0., White, M. The commission hopes to have its plan ready to present to congressional appropriations committees in the spring so that $5,000,000 already authorized can be allocated, Engleman said. Included in the list of about 30 witnesses scheduled to testify today are Senator Thomas F. Eagleton Missouri; Mayor Charles B.

Wheeler Jr. of Kansas City, the Rev. Lucius Cervantes of the Mayor's Office for Senior Citizens, and Dr. John Wells, chief of staff at Dr. Martin Luther King Hospital in Kansas City.

Wells, who attended the reception last night, said he intended to testify on the problems of the poor who suffer from arthritis. "The system is designed so that the poor person can not benefit from it and get the proper care that is needed," he said. The hearing, from 9 a.m. until 1 p.m., was to be at the Busch Memorial Center on the campus of St. Louis University.
