He has been member of the Chest study committee and has given serv- Ict with the srers Bureau. FXPERIENCE RECOUNTED Howard stated that Rabl Stern had considerable experience with various of tht Chert agencies, hav served as vice-president of the Travelers Aid Society and on ooaras of directors of the Oakland Council of Boy Scouts, Campfirt Olrls, Pacific Protective Society and Oakland Jewish Federntlon.

He Is president-elect of the Eastbay Religious Fellowship. "Knowledge that both the chairmanship and the vlee-chalrmanshlp are so ably filled gives ma high confidence in the success of our coming appeal," Howard said. "Service as chairman taxes so heavily the time and anergy of tha volunteer who assumes it that It Is hardly fair to ask any man to undertake it twice in one year. I am indeed happy that civic leader of Mr. Shine's proven calibre is willing to assist our new chairman in hla responsible and in deed arduous task." KEYNOTE BOUNDED A broader vision of the Commu nity Chest as benefit to all citizens not at all confined to those who need help from welfare agencies- will be stressed as the Inspirational keynote of the campaign.

Rabbi Stern declared. "In thinking of the Community Chest," he said, Word 'commu-'nity' la emphasized in my mind. Support of the Community Chest is a common civic and Chest benefit! spread over the entire population. It Is not enough for the superior and strong to be self-sufficient If we neglect our youth, to cite a single Instance, the penalties of delinquency and crime may be visited upon any of us at any time. "Realizing these truths, we will go ever the top in this campaign.

There can be no excuse for' even thought of failure. Times are better, there is more employment; most of us are better able to-give than in the last few years."
