David Young, assistant director for pardons and paroles, said the parole board looked at Buntion's criminal history, which mostly included property crimes like auto theft, theft and burglary. His only known violent offenses were the sexual assault and an incident in which he tried to run down an Alabama deputy. The state did not act in a negligent manner, Young said.

"Certainly if the board had known he was capable of an act of violence like (murder), I don't think they would have released him in a million years," he said.
