In of of and HEALTH GROUP FOR DRIVE ON CIGARETTES ATLANTIC CITY, N.J.. Oct. 22 (AP), The American Public Health Association today called for campaigns to prevent cigarette smoking, especially by young people. It said that smoking is a major factor in 1 lung cancer, now increasing at a rapid rate. If present trends continue, lung cancer "will claim the lives of more than 1,000,000 present school children in this country before they reach the age of 70 years," the A.P.H.A.

declared in a resolution by its governing council. The association, with more than 13,500 members, is the largest United States organization of public health specialists. The resolution calls on health authorities "to undertake a broad educational effort, especially among young people, to prevent cigarette smoking" and to collaborate with voluntary health organizations and educational authorities. The Cancer Society has already begun such programs in some schools. Scientific evidence, the resolution said, "has established that excessive cigarette smoking is a major factor in the disease and public health officials of the United States and many other countries have pointed out the relationship between cigarette smoking and lung cancer." Lung cancer kills more than 25,000 Americans annually.

The Tobacco Industry Research Committee had no immediate comment on the resolution. The committee, set up by the industry to study the effects of cigarettes on health, has said repeatedly that there is no scientific proof of a link between cigarette smoking and lung cancer. EX-POLICEMAN AWAITING SENTENCE IN PAY-OFF CASE NEW YORK, Oct. 22 (AP)Former Police Sgt. Joseph Luberda was in a cell today awaiting sentence for criminal contempt for being evasive before a grand jury investigating links between police and gamblers.

The case traced back to Luberda's arrest on a drunken driving charge near Suffern, N. last March 5. Officers found $19,495 in cash on his person and in his car. He also carried a little black book with names and notations. Authorities charged that the $19,495 was connected with gambling protection pay-offs, and that the little book listed policemen and gamblers, with money notations besides the names.

Luberda said the money was entrusted to him by his 80-year-old mother, Mrs. Esther Matysiak, of Jersey City, N.J. She said she knew nothing about the cash. Luberda said the little black book contained his Christmas card list. Luberda had retired in 1955 after 28 years on the police force.

PAUL H. YOUNG JR. ELECTED SCRUGGS VICE PRESIDENT Paul H. Young Jr. has been elected vice president of Scruggs Vandervoort Barney department stores, it was announced yesterday.

He has been associated with the company since 1945, and has been treasurer and controller since 1954. Young, a graduate of Washington University, received his master's degree in business administration at the University of Pennsylvania's Wharton School of Business. He is president of the Greater St. Louis Retail Controllers Group. The company's directors appointed Joseph E.

Lynch as controller. Lynch, who has been with the organization since 1936, is a graduate of the St. Louis University School of Commerce and Finance. BANK 'ROBBED' BY TELLER'S PARTNER; BOTH ARE CAUGHT PONTIAC, Oct. 22 (UPI) Teller Robert Crandall gave such 'a perfect description of the man who robbed the Community National Bank here of $2500 that the man was arrested within an hour.

Authorities said yesterday the was staged and the actually was Crandall's accomplice. Crandall, 22 years old, and Paul J. Carry, 21, were in custody of the Federal Bureau of Investigation after admitting the plot. In addition, authorities said, Crandall admitted taking about $1000 from the bank in the last four months. Authorities said the "robbery" occurred Tuesday about 5 p.m., when Crandall and a guard were the only persons in the front part of the bank.

One editor regretfully declined and wryly noted in Wednesday's issue of his newspaper that he must do so because of being detained by previous commitments.
