Market will sponsor a Kitchen Make-Over Clinic Wednesday, Nov. 1, from 6:30 to 8 Clinic topics will include lighting, budgeting, floorcovering, cabinets and color coordination. Guest speakers will include Ciridy senior marketing representative for Armstrong World Tom Brooks, of Zinn Cabinets. Participants will receive a free kitchen make-over kit, decorating brochures, and a sample of Once Done cleaner.

There will be a question and answer period and refreshments will be served. Reservations for the clinic must be made by Saturday by calling 7534937. Cass Surveyor At Seminar Cass Surveyor Lionel Billman joined other surveyors from throughout the country at a New Jersey seminar last month. The three-day Madson Land Surveyor's seminar was held in Absecon, NJ. Surveying techniques, computer technology, corner marker perpetuation and drainage management were among seminar topics.

Dr. Brewer Recertified As Specialist Robert A. Brewer, M.D., 831 E. Broadway, has been recerti- fied as a diplomate of the American Board of Family Practice (ABFP) as a result of passing a recertification examination offered by the ABFP. Dr.

Brewer thus maintains a specialist status in the medical speciality of family practice. ABFP diplomates must continue to show proof of competence in the field of comprehensive, continuing care of the family by being recerti- fied every six years. The written examination is designed to prove the candidate's competence in the basic components of family practice internal medicine, surgery, obstetrics and gynecology, pediatrics, psychiatry and neurology, and community medicine. KFC Restaurant Wins Quality Award The Kentucky Fried Chicken restaurant, 3424 U.S. 24 East, has won KFC's prestigious Triple Crown Award for excellence in quality, service and cleanliness.

The restaurant is owned by franchisee Darell Gillam of Gillam 7 Associates, Kokomo, and managed by Tami Lane. The Triple Crown Award is earned by restaurants whose employees score a perfect 103 on three consecutive evaluations for quality, service and cleanliness. The evaluations, conducted by "mystery shoppers" who do not identify themselves to employees, are done once a month or more. The shoppers secretly measure how long it takes to have their orders filled, the temperatures of the chicken and other menu items, as well as the overall quality of the products and service. Clary Heads PIC Chairs Association James B.

Clary, chair of the North Central Indiana Private Industry Council and general manager of Modern Graphics, Peru, was elected chair of the Indiana Private Industry Council Chairs Association at the group's recent meeting in Indianapolis. As a result of his being elected chair of the PIC Chairs Association, Clary will be appointed by Gov. Evan Bayh to the Indiana Job Training Coordinating Council representing the PIC Chairs Association. Clary has been a member of the North Central PIC for six years. He has served as chairman of the PIC for the past two years.

The association is made up of the 17 PIC chairs in the state. Private industry councils in Indiana plan and oversee the Job Training Partnership Act programs, Wagner-Peyser (labor exchange) programs, Indiana Manpower Placement and Comprehensive Training, and single parent and dislocated homemaker programs. The North Central PIC, doing business as Career Resources, has a full-service employment and training office in Logan Square in Logansport. Drs. Price, Shepler Attend Seminar Dr.

Herb Price and Dr. Kathleen Shepler attended the annual fall seminar of the Indiana Optometric Association held recently at Indiana University. The seminar offered courses on the utilization of new techniques and automated equipment in modern optometry. Winchester Appoints Local Dealer Dick's Sporting Goods, U.S. 24 West, has been appointed one of the new Winchester Ammunition Advisory Centers, according to Brett Flaugher, manager of dealer services at Winchester Ammunition Company.

(AP) Public Service Indiana, the state's largest utility, announced a voluntary job severance package which would be available to almost half its employees.

A PSI spokesman said the offer was intended to cut personnel costs, although it likely will reduce earnings this year, when the one-time offer is in effect. "It is not a retirement plan," PSI's Mike Goss said. "It's a voluntary workforce reduction plan that is open to all of our non-union employees." The company employs about 4,300 workers, of which about 2,100 would be eligible. Goss said he already has had a "relatively small number" indicate interest in.the plan. "All of those can voluntarily elect to participate, and all are eligible for one type of benefit, which is severance pay equal to one week's pay for every year of service with the company, up to a maximum of 26 years.

"There's a smaller group of employees, about; 300, who are also eligible for a monthly benefit' that will offset the reduction in their pension benefit for retiring early. In order to qualify for that benefit, the 300 have to meet certain age and service requirements." Union employees are not affected by the plan. Greenspan Opposes Congressional Effort For More Control Of Fed WASHINGTON (AP) Federal Reserve Chairman Alan Greenspan said today he opposes a bill that would subject the 'central bank to more supervision from Congress and the administration. However, congressional supporters of the measure said it was needed to make the central bank more accountable for its actions, which can have enormous impact on the $5 trillion U.S. "The Federal Reserve must take actions that, while 'sometimes unpopular in the short run, are in the long-run'best interests'of the country," Greenspan said, adding that "the independence of-the Federal 'Reserve has, in practice, served the country well." Greenspan was the lead-off as a House Banking subcommittee opened hearings to examine how theAcentral bank and often called the second most powerful man In America, reach'decisions on setting interest rates.

A Widow Who Needs Cash Every Month I have more thin $50,000 in Series U.S. Savings Bonds, and a total of about $150,000 in a bank. money market deposit account and a money market mutual fund. I am a widow who needs cash every month. Should I obtain that money by redeeming bonds or by making withdrawals from the money market accounts? I must pay income tax on the money market interest.

That hurts. As It's likely your best move would be to make withdrawals from the bank money market deposit account. But before doing that, check the interest on that account and compare it to the dividends on your money market mutual fund. Yields vary from bank to bank on money market deposit accounts and from money market mutual fund to money market mutual fund. On average, however, those bank accounts have been paying about one-third less than those funds lately.

You won't get hit with additional tax on withdrawals from your bank account. You'll be taking your own money out. You pay income tax on the account's interest, whether you Bill Doyle Investors' Guide withdraw it or leave it in. Chances are, your bonds are accumulating interest at a rate higher than your bank account but lower than your money market mutual fund. Until you are really strapped for cash, my advice is to leave those bonds intact.

Depending oh when they were issued, bonds accrue interest at a guaranteed rate of anywhere from 6 to 8.5 percent or the variable "market-based" rate, whichever is higher. For the current six-month period, from May 1 through 0ctober 31, the variable rate is 7.81 percent. Like most people, you obviously have chosen to defer federal income tax on your bond interest until the bonds are redeemed. I recommend you continue to do that until you are in dire need of cash. When you do redeem those bonds, you will be required to report all the interest that has built up on them and pay whatever tax applies.
