More boards will be set up if they are needed for prompt review of the cases, officials said. Guidelines require that the review boards take into account an individual's age and length of service, education, background, and the possible influence of drugs, alcohol or personal distress in causing acts that led to undesirable discharges.

Other factors, the Pentagon said, are whether such actions "were alleged at the time to have been motivated by conscience," and the individual's "record of good citizenship since discharge." Those who receive undesirable discharges usually lose veterans' benefits. In cases in which these discharges are upgraded, a serviceman would regain the benefits. General discharges are considered by the armed services as having been given under honorable conditions. Such discharges normally go to persons considered unfit for military service, and those who receive them do not lose veterans' benefits. Eligible ex-servicemen and women will have six months to seek a review of their papers.

The Pentagon said it would announce guidelines for them within a week. Official figures show that 173,006 undesirable discharges and 259,524 general discharges were issued during the Vietnam era. The new program does not effect about 1900 dishonorable and 28,759 bad conduct discharges issued to servicemen after courts-martial. Jack Carter, 29 years old, received a general discharge one step below honorable after he and 53 classmates were caught smoking marijuana at the Navy Nuclear Power School in Idaho Falls, Idaho, in late 1970. The Pentagon announcement said servicemen discharged "for reasons involving violence, criminal intent or the use of force" would not be eligible under the review program.

Neither would deserters from a combat zone. The armed services still list 4560 deserters from the Vietnam era. They would have to turn themselves in to military authorities and seek a discharge, authorities said. KINSHASA, Zaire, March 29 (AP) -Fighting between government troops and Katangan exiles from Angola was reported today near the copper-mining center of Kolwezi, in southern Zaire. An American engineer said he had seen many wounded soldiers arrive in the city from the west. The engineer, interviewed by telephone, is one of about 40 Americans with the Morrison-Knudsen Corp. of Boise, Idaho, working on a $40,000,000 electric relay station near Kolwezi.

Their families were moved out last week to Kinshasa. Unofficial sources in Kinshasa said there had been fighting since Sunday around Kolwezi, in Shaba Province, which was known as Katanga when Zaire was The Congo. Government officials continued to deny reports that Mutshatsha, the government headquarters in the province about 60 miles west of Kolwezi, had fallen. But they confirmed that there had been fighting near the town since Sun day. A government spokesman said there was a major battle around Mutshatsha, but gave no details.

The government radio appealed for the armed forces to show discipline and loyalty to President Mobutu Sese Seko, who called army commanders to his palace to discuss the situation. Southern Zaire was invaded three weeks ago by about 2000 troops, most of them veterans of the 1960 attempt by the Katangans to secede. They fled to neighboring Angola when the attempt failed. The invaders' immediate goal appeared to be Kolwezi and its mines about 220 miles east of the Angolan border. The province supplies all of Zaire's copper, the nation's major source of foreign exchange.

Gephardt St. Louis, has charged that Amtrak "gave totally unsatisfactory explanations" for its decision to build a new St.

Louis railroad station on Ewing Street. Gephardt and other area politicians want Amtrak to use a building near its present quarters in Union Station. Gephardt made his criticisms in a letter to Amtrak yesterday. Both Gephardt and Senator Thomas F. Eagleton Missouri, wrote to Amtrak March 2 objecting to Si Amtrak's decision to build a $5,400,000 railroad passen ger terminal on Ewing several blocks southwest of Union Station.

Union Station redevelopers had offered to renovate space for Amtrak in a building southeast of the Union Station shed that is not on the National Register.

Bruce Pike, Amtrak's vice president for governmental affairs, said in his reply to Gephardt and Eagleton that Amtrak had rejected "a proposal in which Amtrak would be moving from the historical structure to another area and in fact occupy a portion of a renovated Railroad Express Agency building." Gephardt said in the letter yesterday, "our point, and the Advisory Council's point, is that the move out of Union Station itself will have an effect on a structure listed on the National Register of Historic Places Furthermore, in my view, some attention should be given to priorities established under the Amtrak Improvement Act for use of historic railroad stations." The Advisory Council on Historic Preservation, a national preservation group, has asked Amtrak to delay building a new station until it determines whether the new station would adversely affect Union Station. Gephardt said that Pike's response to the March 2 letter had failed to answer several questions, including the cost issue. Amtrak said a major reason for rejecting the Union Station proposal was that it would cost roughly $1,000,000 more than the Ewing site. Wallace A. Wright one of the Union Station redevelopers, has said the final bid of $6,400,000 could be reduced considerably if Amtrak would accept some alternatives to the original proposal.

Gephardt said Pike had failed to respond to a request for a meeting to discuss the issues. "I reiterate my request for a meeting," Gephardt's letter said. QUANTITIES ARE LIMITED tVo Saccharin Ban Criticized ZURICH, Switzerland, March 29 (UPI) The Swiss Medical Association ridiculed today the United States-Canadian ban on saccharin, saying it has unnecessarily alarmed persons suffering from diabetes or obesity. The association said the U.S. Food and Drug Administration had lost credibility on both sides of the ocean by prohibiting the artificial sweetener as of July 1 this year.
