6D Jan. 8, 1970 ST. LOUIS POST- DISPATCH Thorold C. Nichols, the only passenger boarding the Bluebird at Union Station for its final run to Chicago. Nichols, 4955 Schollmeyer avenue, is a hat salesman and has been riding the train for about 10 years.

Bluebird Train Its Final Run Passenger service between St. Louis and Chicago by the Norfolk Western and the earlier Wabash railroads, dating back to the nineteenth century, will end tonight with the final run of the Bluebird. Termination of the train was authorized yesterday by the Interstate Commerce Commission. The Norfolk Western, which took over the Wabash in 1964, cited declining passenger use in asking permission to end the service. The final run of the Bluebird left Union Station this morning and is to return at 11:25 p.m.

Ending of the service will leave the Norfolk Western with only Low-Sulfur Compliance Every coal user in the Missouri part of the St. Louis area except Union Electric is obeying the low-sulfur coal rule, air pollution control officials said today. Compliance with the regulation limiting the sulfur content of coal to 2 per cent is total in the City and County of St. Louis and in Jefferson and St. Charles Counties, officials said.

That part of the low-sulfur coal rule applicable to coal burning units of power plant size, such as Union Electric, does not go into effect until March 24. Even so, said John F. Mc. Laughlin the utility's air pollution control company will be unable to comply at either its 900-megawatt Meramec plant in St. Louis county or its new 100-megawatt Portage des Sioux plant in St.

Charles County. To Seek Variances The utility is already planning to seek variances from the regulations from the St. Louis County air pollution control division and from the state Air Conservation Commission. The latter agency has jurisdiction in St. Charles and Jefferson Counties.

McLaughlin had no comment on a statement issued last fall by St. Louis County Supervisor Lawrence K. Roos promising that no variances would be granted Union Electric. Neither did county air pollution control director Donald A. Pecsok.

Sources close to the situation noted however, that the effect of a denial of a variance for either the Meramec or the Sioux plant would be to require the plants to shut down, which would, in turn, create a severe power shortage. They noted also that heavily restrictive stipulations that might be imposed by variance boards on the utility probably would be appealed to the courts by Union Electric. Electric's violations will be mitigated somewhat by Benefits Rise Due In April WASHINGTON, Jan. 8 (UPI) Social Security recipients should not expect their 15 per cent benefit increases until the first week in April, according to Commissioner Robert M. Ball.

Although President Richard M. Nixon has signed the increase, paper work will hold up the increase in paychecks until April, when checks covering March are is sue d. In giving permission to end the run of the Bluebird, the ICC noted that there still would be rail passenger service between St. Louis and Chicago. The Gulf, Mobile Ohio has three trains daily in each direction. The commission specified also that the Norfolk Western must operate a commuter-type service between Decatur and Chicago for at least a year.

Union Electric has been analyzing the air in the Sioux neighborhood for more than a year to prove its point, McLaughlin reported. "I think the data look very good and we're going to get together with the state in a few weeks" to present arguments for a variance, In a related development, the St.

Louis Air Pollution Board of Appeals yesterday granted Fehlig Brothers Box Lumber Co. until March 15 to curb fly ash and sawdust emissions from its plant at 1909 Cole Street. Charles M. Copley city air pollution control commissioner, told the board that three firms that had been given variances now had achieved compliance with the low sulfur rule. They are St.

Louis Car Division of General Steel Industries, 8000 Hall Street; Western Textile Products 2131 Hickory Street, and Excelsior-Leader Laundry, 2315 Texas Avenue. Marijuana Worth $74,200,000 Seized JOHANNESBURG, South Africa, Jan. 8 (UPI) Police seized more than 400 tons of marijuana today in what they called the biggest drug raid in South African history. They said it was worth $74,200,000. Teams of police on the ground, assisted by South African Air Force helicopters, moved into the Weenen area about 100 miles west of here and destroyed a plantation growing about 119 tons of marijuana.

Patrols destroyed yesterday an additional 300 tons in plantations on the upper Tugela River, police said, Sue Takeuchi Dies TOKYO, Jan. 8 (AP) Sue Takeuchi, one of Japan's top women financial and industrial leaders, died today of a lung tumor.
