Louis County Circuit Court acquitted on Wednesday a former employee of the state Revenue Department fee office in Ferguson of pocketing $690 paid by a taxpayer in December 1988. The former employee, Marie Wilson, 31, of St. Louis, had worked at the fee office as a counter clerk for about four months when she was accused of taking the money. Fee offices in Missouri are patronage offices of the governor. They handle drivers licenses and vehicle registrations.

He was appointed to the Missouri Court of Appeals In 1979 and was retained the next year. Manford also was active with the Kansas City Mental Health Foundation, the National Association for Chil Pride Event I KANSAS CITY (AP) Donald Lee Manford, a judge on the Missouri.

Court of Appeals and a former state legislator, died Tuesday (Feb. 12, 1991) after suffering a heart attack. Anthony Parnell Nugent chief judge of the Missouri Court of Appeals in Kansas City, said: "He was a strict enforcer of criminal law, and he will be sorely missed by the law enforcement community." A lifelong Jackson County resident, Judge Manford, 56, was born in Kansas City. He served in the Navy in the Korean War. Judge Manford earned a law degree from the University of Kansas City School of Law and later worked as a Missouri assistant attorney general.

He served two years in the Missouri House and 10 years in the state Senate, winning election in 1978 to his third Manford 1971 photo dren's Cystic Fibrosis Foundation and the National Association for Retarded Children. Visitation at the funeral home 2-9 p.m. Masses preferred. Irwin C. Karch, a retired sales manager at Swift died Monday (Feb. 1 1 1 99 1 of cancer at the Surrey Place nursing home in Chesterfield.

He was 89. Mr. Karch was employed by Swift for 42 years, retiring in. 1966 as city sales manager of St. Louis Independent Packing, a Swift division.

He later managed the meat sales division of the Mitchell-Webster food brokerage firm and operated his own food brokerage firm until 1987. Mr. Karch received the St. Louis Retail Food Dealers' Industry Award in 1970 for outstanding service. He was a member of the Kiwanis for 49 years, serving as president of the Richmond Heights club and as lieutenant governor of the district in 1951.

He was a vice president and honorary board member of the Kiwanis Club's Camp Wyman, near Eureka. A memorial service will be held at 2 p.m. Friday at the Bopp Chapel, 10610 Manchester Road, Kirkwood. Among survivors are his wife, Mary Adams Karch, of Des Peres; a daughter, Katherine Harrod of Joplin, and a granddaughter. "Bill" Liles, the president of the St. Louis Lesbian and Gay Pride Celebration Committee, died after a heart attack Sunday (Feb. 10, 1991) at his home in St. Louis. He was 46.

Mr. Liles was born in Portsmouth, and moved here in the early 1980s. He was a well-known handler of Afghan hounds and attended shows throughout the United States, Canada and Mexico. He worked as a waiter. Mr.

Liles joined the celebration committee in 1987. He was chosen president of the committee in 1989. A memorial service will be held at 3 p.m. Sunday at the Metropolitan Community Church, 1120 Dolman Street. His body will be cremated.

Mr. Klien studied with Arturo Bene-detti and Paul Hindemith, and gave concerts in the United States, Canada, Japan and Great Britain. He played a number of times in St. Louis, including a 1989 appearance with the St. Louis Symphony.

CARL B. SPAETH, 83, dean of the Stanford Law School from 1946 to 1962, died of pneumonia Sunday (Feb. 10, 1991) at a convalescent home in Menlo Park, Calif. He served in the U.S. State Department from 1940 until 1946, when lie went to Stanford.
