Diplomats predict Communist France would be more favorable to the United States to counter concern among the French that would be unthe thumb Russia. they, France would participate in the Geneva Disarmament Conference and the troop cut conference in Vienna that Paris now snubs, according to the Socialist-Communist campaign promises.

France would abolish its nuclear force, cease nuclear testing and refuse military aid to Spain, Greece and Portugal. France would not put back its troops that DeGaulle withdrew from the North Atlantic Treaty Organization, but would remain a NATO member. France would stay in the Common Market, but seek more benefits for the working class, the United Left promises. France would demand entry of both Germanys into the United Nations and would recognize East Germany, North Korea and a Communist Cambodia. Farms would not be collectivized but the purchase and rental of farm land would be more controlled.

SMALL AND MEDIUM businesses the great restaurants, perfume, wine and fashion enterprises of France would continue as they are now. Communist-Socialist platform promises freedom of assembly, expression, strikes and religion, The present voluntary religious instruction in schools would be restricted to privately financed schools. The left promises cheaper subway tickets, more state kindergartens, funds for sculptors to decorate all public buildings, state support for the movie industry, a 40-hour week (now 44 hours), free abortion, sex education and divorce by mutual consent. Capital punishment, the secret police and television commercials would be abolished. So would censorship of books, movies, newspapers and television.

The voting age would be reduced to 18 and students given participation in university mana gement. A supreme court would be formed. The powers of the President would be curbed and his term cut from six to to five years, with power given to the Prime Minister as in Britain, Germany and other countries, platform says. political parties could continue to function. The Communist-Socialist politicians promise they would step out of power if voted out.

Such a promise was made in Czechoslovakia in 1948. Some political columnists predict that if the Gaullists squeak by in the elections, the net result could be the emergence of a strong, anti-Communist, Democratic Socialist Party. French Recover Petain's Body PARIS, Feb. 22 (UPI) Authorities have recovered the stolen body of Marshal Philippe Petain and have arrested the man who says he exhumed it, as well as five persons believed to have helped him. Authorities said they have returned Petain's body today to its tomb on the Ile d'Yeu, where Petain died in 1951 in disgrace because of his collaboration in World War II with the Nazi occupiers of France.
