Emerson's sales have increased from about $200,000,000 to more than $760,000,000 in the last 10 years. Persons said the goal is to reach 1 billion dollars in sales by the mid-1970s, with international sales of Treasury Bill Interest Rises WASHINGTON, Dec. 5 (AP) Average interest rates on the government's short-term borrowings rose yesterday in the weekly auction of Treasury bills. Investors received an average yield of 4.945 per cent on the Treasury's 91-day bills, the highest since the 5.372 per cent of August 9, 1971. On 182-day bills, the average rate was 5.230 per cent, highest since the 5.236 per cent of September 9.

Last week, the 3-month bills brought an average interest rate of 4.886 per cent and the 6-month bills, 5.178 per cent. Persons said the Office of the Chief Executive was expanded in the last year to include key financial and operational officers. It formerly included the top three officers. He said the expanded concept was "extremely successful." North County Banks Opposed Lewis and Clark State Bank in north St. Louis County, which opened in June 1, 1971, is fighting the opening of two banks in its general area.

Last week, it filed an appeal with the Missouri State Banking Board of the charter granted Nov. 21 by Missouri Finance Commissioner, H. Duane Pem-berton to Spanish Lake Bank and Trust 12019 Bellefon-taine Road. Lewis and Clark State Bank is seeking an injunction against the opening of Boatmen's National Bank of North St. Louis County in federal appelate court in the District of Columbia.

The proposed bank would be in the vicinity of Parker Road and Highway 67. The appeal of the charter granted Spanish Lake Bank contends that the needs and convenience of the community do not justify another bank, that the volume of business of the new bank will be insufficient to make it solvent, that the solvency of Lewis and Clark State Bank will be endangered and that there was no proof that the capital of the new bank was paid, as required by low. Emerson Electric Co. today shifted and expanded its top management with W. R.

Persons continuing as chairman and chief executive. V. T. Gorguze, formerly executive vice president and corporate operations officer, was elected president and chief operating officer. He succeeds E.

L. O'Neill, who was elected vice chairman of the board with continuing responsibility for corporate administrative functions. 11 The elections become effective Jan. 1. C.

G)nsumer Credit Soars nrifimmi-n Dow Jones News Service WASHINGTON, Dec. 5 Total consumer credit rose a sea-i sonally adjusted 1.92 billion dollars in October, the Federal Reserve Board reported. The October advance was a record, topping the previous high of 1.85 billion in August and September's 1.32 billion. Instalment credit expanded by a seasonally adjusted 1.49 billion in October, compared to September's 1.29 billion, the report showed. In the instalment credit debt for non-automotive con-, sumer goods, and for personal loans, expanded strongly.

The Fed reported that instalment debt on automobile purchases rose less in October than in September, i Noninstalment credit expanded a seasonally adjusted in October, after a $36,000,000 increase in September. At the end of October, total consumer credit outstanding was 150.58 billion dollars, up 16.82 billions from a year ago. Shoney's Big Boy Franchise Special to the Post-Dispatch NASHVILLE, Dec. 5 Shoney's Big Boy Enterprises, said it has acquired the rights from the Marriott Corp. to open and operate-Big' Boy Restaurants in Missouri.

Under the terms of the agreement, Shoney is obligated to open 15 Big Boy restaurants in Missouri within seven years, and will pay Marriott Corp. an undisclosed cash fee plus 2 per cent of gross revenues of each unit opened. The company said it plans to enter either the St. Louis or Kansas City market before next Oct. 31.

The company currently has Big Boy franchises in 10 states. R. L. Danner, Shoney's president, said the firm will penetrate the Missouri market gradually. Shoney's operates 192 diversified food units throughout the nation.

In the nine months ended July 31, Shoney's reported net income of $1,425,532, or 62 cents a share, on revenues of $19,386,994. Jr Building Contracts Decline Building contracts in the St. Louis metropolitan area declined 40 per cent in October to $39,486,000 from $65,844,000 In the same month year, the F. W. Dodge division of McGraw-Hill Information Systems New York, reported.

Nonresidential construction declined 41 per cent to $16,116,000 in October while residential construction declined 39 per cent to $23,370,000. In the first 10 months of this, year contracts for nonresidential construction in the area increased 6 per cent to from the same period last year, while contracts for residential construction increased 3 per cent to $246,565,000. Total building contracts increased 4 per cent to $461,999,000. The figures cover building activity in St. Louis City, St.

Louis, Jefferson, St. Charles and Franklin Counties in Missouri and Madison and St. Clair Counties in Illinois. Turner Charged In Canada TORONTO, Dec. 5 (AP) Canadian charges have been filed against 44 persons, including self-proclaimed American millionaire Glenn W.

Turner, following a lengthy investigation of Turner's "Dare to be Great" self-improvement plan. Toronto police said the charges were filed under Section 189 of the Canadian Criminal Code which deals with the operation of fraudulent schemes. The violations allegedly involved $1,850,000, they said. Warrants were issued for 14 including Turner, and 30 Canadians, police said. The companies named in the charges were Dare, to be Great of Canada Dare to be Great c.
