They scheduled a summit meeting in Manila early next year to ratify a "declaration oi peace, freedom and Malaysian Prime Minister Tun Abdul Razak told reporters after a meeting of foreign ministers from the Philippines, Thailand, Malaysia, Singapore and Indonesia tha't neutrality would be jointly pursued by the five nations through a special committee to be set up in Kuala Lumpur. He said the terms of neutrality and the countries to which it would apply were questions that would be answered Saturday at a ceremony for the signing of the declaration.

"It was a successful conference and complete agreement" on a number of topics discussed, including neutrality, mainland China's role in the region and regional security, Razak said. The meeting was regarded as the most politically significant among the countries in the Association of Southeast Asian Nations. Razak said agreement on the declaration was a "step forward in our (Malaysia's) proposal for the neutralization of Southeast Asia, to make it a zone of peace and stability." A government spokesman said that after the Manila summit meeting the way would be open to ask for guarantees from the Soviet Union, the United States and China, calling on them to recognize the neutrality of the region and to promise not to interfere in its affairs. No date was set for the Manila meeting, but Razak said it would be after the association's regular ministerial meeting in Singapore in January. Malaysia has been pressing for a neutralization plan for more than year.

The five nations, which represent 200,000,000 persons, called on major powers to respect the plan. The talks included a broader discussion on the role of Communist China in Asian politics, particularly since a change in its relations with the West. Most of the 1 nations involved have expressed concern at China's policy of supporting socalled liberation movements in other nations. Man Acquitted In Murder Case After 2 Years Calvin Dixon, convicted of murder and sentenced early in 1969 to life in prison, is a free man today after he was acquitted of the same charges in a new trial ordered by the Missouri Supreme Court. Dixon, 26 years old, Madison, was arrested with three other men in the fatal shooting of Claude Wilson, co-owner of the New Delmonico Bar and Grill at 4576 Manchester Avenue.

Two of the three arrested with Dixon were convicted. The third was acquitted. Dixon spent 34 months in prison before a new trial was ordered. A jury in the court of Circuit Judge Michael Scott found Dixon not guilty late Wednesday. Throughout the proceedings Dixon contended that his arrest had been a case of mistaken idenity.

That happens to a lot of men, he said after his acquittal. He described his time in jail as a long period of frustration. Yesterday, he had Thanksgiving dinner at the home of his mother in Madison and planned to get acquainted with his daughter who was born in 1969 about the time of his arrest. Truck Is Sideswiped, Woman Is Killed Mrs. Dorothy Partney, 56 years old, Hillsboro, was killed Wednesday when a pickup truck driven by her husband was forced off the road and into a creek near Caledonia, about 70 miles south of St.

Louis. The victim's husband, Arthur, 72, suffered minor injuries. The driver of the second vehicle, Clarence Marler, 68, Irondale, was not injured. Highway patrolmen said that the Partney truck was sideswiped when Marler attempted to pass on a narrow road. Zoning Election Sought In Bridgeton The Bridgeton City Council has been petitioned to set an election to provide zoning of 400 acres for the Earth City project of Linclay Corp.

The council last week approved the light industry zoning after having approved earlier and then rescinded the change. The petition for the election contained 700 signatures which are being checked by the St. Louis County Board of Election Commissioners. The petition must have 450 valid signatures. The Bridgeton tract adjoins 1000 acres already zoned for the project by the County Council.
