Ey Associated Press. Berlin, Aug. -Count Pisadrorsky-Werner, the successor of liaron ron Malt-lahn, as secretary of the Imperial treas ury, will assume me ouuts 01 me uiulti 011 Sept. 1. On the same day Haron von Muliiahn will give a t'arewed bauquet to the ofhcials of the bureau.

With retirement of Baron ron Malt-zahn from the had of the treasury is supposed to vanish whatever amount of obstruction the policy of Lr. Mhpjel, I'rus- siaa minister of hnauce, should meet with in the official circle. It may be that Karon ron Maltzithn Is obtnse, but he has been a highly honorable minister. He would har willingly placed himself en rapport with Lr. but the latter, having a profoundly difaeult task before hiia In arrauiiug the new taxation scLeraes, rfcipiirej anoth -r man.

Ihe new st of the treasury will inaugurate his career by presiding over a series of conference to be held by delegates from the federated States on the new taxation propositions. According to the semi-official press, all tJle federated states have now agreed that tc(? tas on Boerse transactions shall be anii a graduated tax be imposed oa winwi aaji tobaocos. The proposal to a ax. on advertistinents, wuu piueml support, tn.trciv- withdrawn from coiisid- The rerument coa- 1, abandoned this Dronosed method of raising mon'-y. The Vossisehe Zeituug says that the tew exp'U dltures incurred, or to be Incurred, through the adoption of THK necessitates the raising of only l.COO.000 muks by new Imposts, but It is certain lr.

Mi.piel will find a majority iu the Kehhsiug for whatever incisures he may jroti se, provided the new taxation be so distributed as to weigh little on the people who caa least bear further burdens. What was expected of Dr. Miiia-d was that he would effect a complete reorganization of the fiscal system cf the rather than a clever manipulation cf the system to the end of securing further taxutlon. Outside of the official papers, which, of Course, may be depended upon to arue in favor of any project the government nay broach, the financial plans decided upn. so far as they hare been revealed, excite the keenest hostile criticism.

Count Flsadvorsky-Werner's apiointment to the Imperial secretaryship of the treasury helps to widen the breach already existing between Germany and Russia, caused mainly by the customs tariff war now being waged between the two powers. The secretary Is a Pole, and it is expected that his sentiments are anti-Russian. He is In close relation to the Ger- of a commercial treaty. The tariff war remains In statu quo. Concurrent advices from erery commercial centre show that Russia is feeling the pinch of the war severely.

Throughout Southern Russia the prices of all grains are falling. Good rye, which costs 73 copecks per podd to produce, Is selling at this price. The production threatens to languish. Land owners who are V.TICRFD PUWS WITH DEET9 incurred through the grain famine last year can neither raise furthar loans to pay the installment of their debts now due, nor sell their grain at a price that wLll permit them to meet their-obligations. DeWitt, the Russian Minister of Finance, has summoned to St.

Petersburg the chief provincial treasurers to confer with the directors of the Imperial bank of Russia on measures to assist the distressed land owners and farmers. The land owners haTe petitioned the Department of Agriculture to support their appeal to the land banks for six months' grace to meet their engagements. The Nova Vremya. of St. Petersburg, says that the Russian peasantry, who have had only one good harvest in three years, find their prospects of recuperation blasted by the tariff war.

The conference between the Imperial Bank directors and the prorinclal treasurers will open on Tuesday next. It Is reported that sereral of the ofaclals will take part In this conference and mean to demand that De Witt's policy be ent.r -ly reversed and that the tana war ue siopneu. It 1 "aid that these men heller? that it will be possible to reliere the dls- securing the reopening of the Germaa markets tJ Russian products. The extraordinary tariff now Imposed upon Russian grain amounts practically to the prohibi'lon of Its Importation.
