Both the tax boost and issue need two-thirds majorities for passage. Approval of the bond issue and tax rise would increase the total district tax levy to $5.61 on each $100 of assessed valuation, making it the highest tax rate submitted to voters so far this year in St. Louis county. The bond issue would finance construction of school additions, purchase of future school sites and furniture and equipment for 77 new classrooms.

TV Plea oner A request by the St. Louis Archdiocese to have a part of Kenrick Seminary property re-zoned from multiple family to light industrial was approved Tuesday by the Shrewsbury Board of Aldermen. The archdiocese plans to lease about 35 acres of the property to two operators of ultra high frequency television stations on channels 24 and 30. Some residents appeared before the board earlier this month to voice opposition to the request. St.

Louis has no operating UHF stations. Channel 30, which hopes to go on the air this spring, purchased the old KMOX-TV building at Thirteenth and Cole streets for use as a studio. 1800-Foot Towers The channel hopes to build a 1600-foot transmission tower on the seminary grounds. The television towers of the two stations will be erected on a parcel of land adjacent to property along Highway 66 that is zoned commercial and light industrial. In other action at the board's special meeting, a $476,770 budget for the calendar year starting Jan.

1, 1DKD, was approved. It is $119,535 higher than last year's $357, 1S5 budget. However, for the first time this year a $100,000 street improvement fund is included in the budget. Thus, compann the same funds with last year the budget is only $19,585 over the previous one. The budget appropriates 575 for street department operations, $99,745 for the police department; for the fire department; administrative, park department.

$14,320, and general fund. $31,270. 68-Cent Tax Rate The budget is based on a tax rate of 68 rents on each $100 of assessed valuation, the same rate that is in effect at present. The new budget contains provisions for salary increases for all city employes. The board is expected to discuss the incre es at its meeting Feb.

11. Included in the new street improvement fund is money to install storm sewers between Devonshire and Lansdowne avenues under a joint project with the Metropolitan Sewer District. The city has budgeted $20,000 for the project. Another $20,000 appropriation would cover the city's cost of any widening or improvement of Shrewsbury avenue between Lansdowne and Murdoch avenue. That would be a joint project with the St.
