The ad credits Reagan with ensuring that the full 7.4 percent increase in Social Security payments went into effect this month.

At a cost of more than $1 million, the commercial is being shown in 90 cities for 10 days ending July 15. Democrats are furious, insisting that the cost-of-living boost for Social Security recipients was mandated by law, with no assist from the president. To say otherwise is to use the "big lie" technique, said Charles T. Manatt, the Democratic national chairman. Besides, Manatt said Wednesday, the White House said last year that it really wanted to delay the increase for three months in 1982 as part of a plan to ISI Group: Gna 171 114 Incom IS 19 TrFd un unavall Tm sk im aa Industry 142 NL Intercapltal: revamp the Social Security system.

The plan has since been dropped. "Surely the Republican wizards who concocted this latest piece of fantasy didn't think the Democrats would sit back and let the big lie work," Manatt said. Richard Richards, tht Republican national chairman, said the ad did not warrant strenuous complaints. Others who complained were House Speaker Thomas P. O'Neill and Rep.

Claude Pepper, D-Fla. The commercial features an actor dressed as a mailman. "I'm probably one of the most popular people in town," he says, "because I'm delivering Social Security checks with the 7.4 percent cost-of-living raise that President Reagan" promised A Republican strategist described the commercial as an "inoculation ad," designed as a defensive move. Ebert If you filed a federal income tax return this year with taxable income of 18,000 to $24,000 or more as an individual, or a joint return on $24,000 to $28,000 or more, we'd like to invite you to attend an exclusive seminar that could save you a lot of money. It's a thorough, comprehensive review of tax-exempt municipal bonds, and what they might mean to you. For example, you'll learn: What are municipal bonds? Who issues them? What is the money used for? Who should own municipal bonds? How much can you save in your tax bracket? Why do some bonds pay higher rates than others? How safe are they? Are they suitable for conservative investing? For capital gains? How are they rated? Can you buy them to mature at dates convenient to you, long term or short term? Are they easy to sell before maturity? How would you go about it? How big is the market? Should you buy individual bonds or invest in a bond fund or trust? What are the eight different kinds of municipal bonds? How do they differ? How can Merrill Lynch, as one of the largest underwriters and distributors of municipal bonds and bond trusts help you? Find out how you may increase your spendable income by thousands of dollars a year for many years to come.
