Rodabough, historian and author, will be at 10:30 a.m. tomorrow at Hoffmeister Colonial Chapel, 6464 Chippewa Street. Burial will be in Bellefontaine Cemetery. Mr. Rodabough, 40, died of cancer Sunday at St.

Louis County Hospital. He lived in the Concord Village area of south St. Louis County. He is the author of "Frenchtown," a history of St. Louis.

He also had gathered research for three volumes on the cultural development of St. Louis. Until 1979, Mr. Rodabough taught English and history at Webster Groves High School. For the last three years, he had been engaged in research.

Mr. Rodabough was born in Mississippi and came to St. Louis in 1963. He was one of the first to restore a two-story brick house in the LaSalle Park District on the near South Side. Surviving are his mother, Ona Mae Dye of Concord Village, and a sister, Rosalie Whatley of De Soto, Mo.

recommendations drawn up in May by the President's Council that called for whites to share power with other racial groups. The council has rejected the idea of majority black involvement in any constitutional deal. But it said Asians and "coloreds," those of mixed race, should be elected to parliament. The council added that a mixed-race government should choose an executive president on the French model. Botha said he could announce "possibly within five weeks" whether the government would accept the council's recommendations.

A full congress of the ruling National Party is scheduled for the end of July. Delegates will decide how much support they can give the power-sharing proposals. Also in South Africa, leaders of 22,000 white mine workers Tuesday accepted a compromise pay increase of 12 percent and called off a strike vote that had been scheduled for today. The dispute was settled during unrest among black mine workers. In the last six days, blacks have rioted in at least eight mines in the gold-mining belt.

Several workers have been killed. The violence apparently stemmed from dissatisfaction by underground workers at the 11 percent increase granted surface workers, who are considered to have safer jobs. The underground miners got 12 percent. Police arrested between 80 and 100 miners at the Venterspost mine Tuesday. Those arrested are alleged to have harassed men working underground.

White miners earn an average $1,035 a month, compared with $174 a month for blacks. PRETORIA, South Africa (UPI) Prime Minister P.W. Botha shuffled his cabinet Tuesday, appointing a minister to guide development of a plan that would permit Asians and "coloreds" to share power with whites. He named Chris Heunis, Internal Affairs minister, to head the new department of Constitutional Development. Botha gave the Internal Affairs portfolio to F.W.

de Klerk, minister of minerals and energy. The only casualty in the shakeup was Hennie Smit, who was dropped as Post and Telecommunications Minister. The rearrangement brought three new ministers and six deputy ministers into the cabinet. The new cabinet will be sworn in Aug. 2.

Heunis will be responsible for charting constitutional change in South Africa. Of special importance will be Police arrested 58 black miners today and rounded up more than 2,000 men at a soccer field after a night of stone-throwing and other violence. Two persons were killed. The blacks were lectured by senior officers of the Gold Fields group that runs the mines at Kloopf, 35 miles west of Johannesburg. A spokesman for the industry said "hundreds" of miners had broken out of the workers' locked hostel.

They burned fuel drums, a shop and a thatched bus stop, stoned cars and ripped out windows before, the spokesman said. They later were dispersed by mine security. A mine spokesman said one man had died after falling from the roof of a building. Another was found dead from severe head injuries "obviously after a faction spokesman said. But his statement was not independently confirmed.

Brauer; Known On Stage As Tina Starr JUNEAU. Alaska fAP The Funeral services for Julia A. Brauer, an entertainer, were today at the Hutchens Mortuary, 675 Graham Road in Florissant. Burial was in Valhalla Cemetery. Mrs.

Brauer, whose stage name was Tina Starr, died Sunday of cancer at St. Luke's Hospital West, 232 South Woods Mill Road in Chesterfield. She lived in St. Louis County. She began her show business career in the 1920s when she won the Charleston Championship as "Baby Julia" at the old Grand Central Theater.

She appeared in vaudeville at the Fox and Ambassador theaters in St. Louis and as a singer and dancer on the Orpheum and RKO vaudeville circuits. In the 1960s, she worked as the mistress of ceremonies on the excursion vessel Admiral. Surviving are a son, the Rev. Frederick A.R.

Brauer of Hazelwood; three brothers, John S. Brugnone of Pacific and Ignatius and Anthony Brugnone of Gardena, and two sisters, Anna Longo of Dayton, Ohio, and Frances Kline of Tampa, Fla. Freivogel Post-Dispatch Washington Bureau WASHINGTON The credit industry has given more than $700,000 since 1980 to congressmen who favor a bill that would tighten bankruptcy laws, a citizens group said today. Congress Watch said the bill could force debtors to pay off part of their bills even after declaring bankruptcy.

The measure has been approved by a Senate committee and is awaiting further hearings in the House. Proponents say bankruptcy laws have become too lax, allowing individuals to default on debts without enough consequences to themselves. A spokesman for the American Bankers Association said the number of consumer bankruptcies had morj than doubled since the bankruptcy lf was changed in 1979. But opponents of the the increase in bankruptcies is caused by the poor economy and overextension of credit. Among the bill's co-sponsors are nine representatives from Missouri and Southern Illinois who got contributions from major credit organizations.

Congress Watch said. Those from Missouri are Reps. Wendell Bailey, R-Willow Springs, Bill Emerson, R-De Soto, Ike Skelton, D-Lexington, Gene Taylor, R-Sarcoxie, Harold L. Volkmer, D-Hannibal, $900; and Robert A. Young, D-Maryland Heights, $800.

Co-sponsors from Southern Illinois are Reps. Daniel B. Crane, R-Danville, Paul Findley, R-Pittsfield, and Paul Simon, D-Carbondale, $1,740. Congressmen who have not co-sponsored the bill have received a total of nearly $288,000 in contributions from the credit industry, Congress Watch said. They include Missourians Richard Boiling, D-Kansas City, E.

Thomas Coleman, R-Kansas City, $500; and Richard A. Gephardt, D-St. Louis, $2,750. Rep. Melvin Price, D-East St.

Louis, got $600. Rep. William L. Clay, D-St. Louis, received nothing.

Adelaide Schertel; Published Weekly Paper sabotage was discovered. One of the saboteurs confessed, implicating a second crewman. On June 29, the body of Seaman Jerome C. Herndon of Horse Cave, was found floating, tangled in a 100-foot rope fastened to a harness he was wearing. He apparently had died of hypothermia, the Coast Guard said.

He was wearing a wet suit and an inflated life jacket. The Coast Guard said that it could not explain why Herndon was wearing the gear and that it was trying to determine whether he was linked to the two saboteurs. The saboteurs were not identified. Both were aboard the Boutwell on Tuesday as it headed toward Seattle, its home port. Petty Officer Dave Ginsburg in Seattle said the Boutwell was expected to arrive Thursday night.

Three men who were on the sailboat are being held in Anchorage, Alaska, under $500,000 bond each. They have been charged with drug smuggling. They were identified as John C. Humphrey, 38, Robert Douglas Smith, 29, and William Garbez, 33. They are believed to be from the area around Santa Cruz, according to a Drug Enforcement Administration spokesman.

Coast Guard is investigating whether a sailor found frozen to death in the northern Pacific Ocean was involved in a foiled plot to sabotage a Coast Guard cutter and hijack a sailboat full of marijuana. On June 20, a boarding party from the Coast Guard cutter Boutwell had discovered 580 five-pound packages of marijuana on the sailboat Orca. The Boutwell took the sailboat under tow. The Coast Guard says two crewmen on the Boutwell planned to sail away on the 39-foot sailboat with its cargo of marijuana, which was estimated to be worth $3 million. The Coast Guard said the two cut a fue! line and electrical connections on the Boutwell so that the cutter would not be able to give chase.

The crewmen planned to don wet suits and inch their way to the Orca by a line attached to the tow cable, the Coast Guard said. Once aboard, they intended to chop the tow line and sail the Orca away, leaving the Boutwell dead in the water. In a news release Tuesday, the Coast Guard said the cutter was never disabled and the plot fell apart about June 22 after the Funeral services for Adelaide Schertel, co-founder of the Neighborhood Link News, will be at 10:30 a.m. tomorrow at the Gethsemane Lutheran Church, 765 Lemay Ferry Road, Lemay. Mrs. Schertel, 84, died Tuesday at the Lutheran Convalescent Home in Webster Groves. Mrs. Schertel and her late husband, Edward, founded the Neighborhood Link News in 1930. The weekly newspaper serves the Carondelet area of south St.

Louis and Lemay, Affton, Oakville and Mehlville in south Louis County. Mrs. Schertel was publisher of the paper until her retirement seven years ago. Surviving is her son, Vernon the current publisher. Sister Avita Komlos; Served At St.

Elizabeth Bank Shelves Foreclosure Plan, Lends Money To Fix House religious order 46 years ago. For the last 16 years. Sister Komlos served at St. Elizabeth Academy, 3401 Arsenal Street, as a housekeeper and as a cashier in the school cafeteria. Louis. Funeral services for Sister Avita Komlos will be at 10:30 a.m. Friday at the Sisters of the Most Precious Blood Motherhouse in O'Fallon, Mo. Burial will be in the motherhouse cemetery. Sister Komlos, 66, died Tuesday of cancer at St.

Mary's Retirement Center in O'Fallon. "We just couldn't put this lady out on the street. "When I went to look at the property, I was absolutely astounded. There is no hot water.

Stephenson said Mrs. Avery and her husband support the family with her $600 a month Social Security check and his small income as an electrician. Stephenson said he realized the bank could make no money on the house as it was, so he went to his boss and asked permission to grant Mrs. Avery a loan to fix it up. To his surprise, the loan was approved last week.

"I never expected the loan to go through, I really didn't," Stephenson said. NASHVILLE, Tenn. (UPI) A loan at 10 percent interest is such a rarity these days that Lila Mae Avery felt "blessed by God" to be receiving one from the First Central Bank in Smithville. The loan tested the banking savvy and sympathy of bank Vice President Doug Stephenson, who started to foreclose on the rundown house where Mrs. Avery, 53, lives with her husband and four grandchildren.

Stephenson originally sent Mrs. Avery a letter saying that her landlord was delinquent on a loan for which the house was collateral, and that because the bank was going to foreclose, she and her family had to leave. "I was scared," Mrs. Avery said. "Where was I to go?" But when Stephenson went to the house to "throw them out," he changed his mind.

Charges against two others were dropped after they agreed to testify against their former comrades. VICTORIA, Seychelles (UPI) The lawyer for four mercenaries sentenced Tuesday to be hanged for their part in a coup attempt in the Indian Ocean islands said today that he would appeal the sentences. Another mercenary. South African Robert Sims, was sentenced today to 10 years in jail for smuggling a rifle into the country for the coup attempt last November. And South African intelligence agent Martin Dolinchek got a 20-year jail term for helping to plan the coup.

Dolinchek testified that South Africa had supplied arms to the mercenaries, Brognart central exchange around noon. Their protest held up trading for an hour. "We agree totally with you," one broker told the protesters. "But we can't accept your methods, which are like those of the CGT," the! Confederation Generale de Travail, a Communist-led labor union."
