Reid was scoring a lopsided victory in partial returns over long-time incumbent James C.

"Jay" Russell in the race to represent the 75th District in the Missouri House. And in a race that was too close to call, Jean H. Mathews, a five-term Republican incumbent from Florissant, trailed by a slim margin over i Democrat Richard "Rick" Dorsey, a lawyer from Florissant, in the race for the 73rd District House seat. The totals are based on 60 percent of the votes counted in St. Louis County.

Battles were waged for a total of 33 House seats from St. Louis County and I St. Charles, Jefferson and Franklin counties. The Associated Press reported that Republicans had gained 7 of the 163 seats in the Missouri House statewide. In St.

Louis County, Reid was leading Russell, a Democrat, by a vote of 4,407 to 2,816. Reid narrowly lost to Russell in one of the closest races in the state four years ago. Reid said that this time he had knocked on several thousand doors delivering campaign materials and that he personally had met half the voters in the district, which is in the Florissant area. In the 86th District, Republican incumbent John Hancock of west St. "Louis County held a narrow lead in his bid for a second term over challenger Vivian G.

Schmidt. Hancock, 26, the owner of a public relations and adver-' 1 Using business, has said that he ran on his record and on a proven ability to build coalitions and pass legislation. Schmidt was seeking her first office in Missouri, although she was member of the City Council in Fort Wayne, for 10 years. She resigned her job as coordinator of the Ecumenical Housing Production Corp. in September to devote full time to her campaign.

A big issue in the race was abortion. Schmidt favors abortion rights. Hancock opposes abortions. Republicans hung on to the 93rd District seat in West County, where Patricia "Pat" Secrest appeared to be 1 an easy winner over Carl M. Ward, the Democrat.

The seat was vacated by Walter H. Mueller, who had held it since 1972 but ran successfully for the state Senate in a special election in August. Republicans also appeared to be holding on to the 97th District in Web-( s. ster Groves. Emmy McClelland had no trouble defeating Democrat Mar-jorie M.

Reinhart for the seat vacated by Marion G. Cairns, who is retiring. McClelland used to run Cairns' home "district office. In south St. Louis County's 98th Dis-: frict, the Republican incumbent, Jack Goldman held a narrow lead over Democrat May Scheve in a tight race.

-Scheve, 26, was making her first run for elective office. She was the volunteer coordinator in Missouri for Rep. Richard A. Gephardt's campaign for the Democratic presidential nomination in 1988 and headed Mel Carna-, nan's successful campaign for lieutenant governor in the St. Louis area.

Republicans appeared to be picking up a seat in the 101st District of south St Louis County. Michael Zane Yates was leading Nannette M. Everett for the seat vacated by Phil Barry, a Democrat Barry resigned the seat to accept an appointment to the state Labor and Industrial Relations 'Commission. Except for Dewey Crump, Heights, and E.J. "Lucky" Cantrell, D-Charlack, both of whom were recently convicted of felonies, all the other incumbent representatives in St.

Louis County were winning easily. In western St. Charles County, Democrat Clark Cole was leading incumbent Craig Kilby, who was seeking his third term in the 21st District. In the 17th District of St. Charles County, incumbent George P.

Dames, a Democrat, was leading Scott D. a Republican, in Dames' bid for "mah Uth term. Ted House, a Democratic incum- bent from St. Charles, easily defeated Spears, a Republican, in the 20th --District. County voters turned against incumbents in large numbers.
