That federal law says that financial institutions must serve the neighborhoods in which they accept deposits. Institutions that violate the act can be rejected when they ask government permission to buy other banks or take other steps requiring government approval. Cunningham submitted to the House panel copies of its agreements with St. Louis banks to provide services to the needy. She said some banks found those pacts "helped improve their image in the community, led to new and profitable business and have not proved to be a costly burden." -IndexAnderson, Francis X.
