ST. LOUIS POST-DISPATCH WEDNESDAY, OCTOBER 18. 1989 4C Force Banks To Serve Poor, ACORN Urges Panel fulness of these services to people who have been priced out, or iced out, of our nation's banking system," Cunningham said. Cunningham told the House Banking Committee's consumer affairs subcommittee that ACORN's success in negotiating agreements with several banks in St. Louis to provide more service to poor people shows that such practices "are really good business." Last month, ACORN agreed to drop its complaints against Lindell Trust Co.

in exchange for a low-interest loan program and the bank's promise to keep its north SL Louis office open. ACORN has reached similar agreements in recent years with Boatmen's National Bank, South Side National Bank, Landmark Bank and Missouri By Robert L. Koenig Post-Dispatch Washington Bureau WASHINGTON Citing successful pacts with several banks in St. Louis, a community activist urged a House panel on Tuesday to require all banks to become more accessible to needy people. "We have many success stories with banks in St Louis," said Mary Ann Cunningham, a banking expert from the St.

Louis chapter of ACORN, the Association of Community Organizations for Reform Now. Even so, Cunningham said ACORN believed that legislation is needed to require all banks to offer low-cost checking accounts to poor people and to cash government checks for people who don't hold accounts at the banks. "The yardstick to use in perfecting the legislation is whether or not a given provision will enhance the use State Bank. Each agreement came at a time when the bank needed regulatory approval and wanted to avoid a Community Reinvestment Act complaint by ACORN. That federal law says that financial institutions must serve the neighborhoods in which they accept deposits.

Institutions that violate the act can be rejected when they ask government permission to buy other banks or take other steps requiring government approval. Cunningham submitted to the House panel copies of its agreements with St Louis banks to provide services to the needy. She said some banks found those pacts "helped improve their image in the community, led to new and profitable business and have not proved to be a costly burden."
