Its daily newspaper circulation exceeds 850,000. The proposed sale of WLNE is a direct result of Pulitzer Publishing's agreement to trade its St.

Louis television station KSDK-TV, Channel 5 for two stations owned by Multimedia Inc. of Greenville, S.C., Pulitzer said. The exchange, announced last December, must be approved by the FCO If it is approved, Pulitzer will receive WFBC-TV in Greenville, and WXII-TV of Winston-Salem, N.C., plus $8.25 million. FCC regulations limit the number of VHF television stations any company may own to five. Pulitzer Publishing currently owns five stations, but if one of these were not sold it would have six once the KSDK-TV trade is approved.

In addition to KSDK-TV and WLNE-TV, Pulitzer Publishing Co. owns WGAL-TV in Lancaster, WTEV-TV in Omaha, and KOAT-TV in Albuquerque, N.M. The company also owns the St. Louis Post-Dispatch and the Tucson (Ariz.) Star. The Pulitzer Publishing Co.

has reached an agreement in principle to sell one of the five television stations it owns to Freedom Newspapers Inc. of Santa Ana, Calif. Announcement of the sale was made today by Joseph Pulitzer chairman of Pulitzer Publishing, and D.R. Segal, president of Freedom Newspapers Inc. The station, WLNE-TV.

is a CBS affiliate, serving the New Bedford, Mass. Providence, R.I., market. The agreement is subject to approval by the Federal Communications Commission. The sale price was not disclosed. Freedom Newspapers owns 31 daily newspapers, eight weeklies, a shopper and a television station all in southern and western states.

The company is owned entirely by the heirs of the late R.C. Hoiles, who founded it more than 75 years ago. private business productivity, excluding farming, increased at an annual rate of 2.3 percent in the second quarter, the government reported Thursday. The increase was based on a 1.8 percent rise in output and 0.4 percent decrease in hours worked. It contrasted with a 2.6 percent rise in the first quarter, according to the preliminary figures released by the Bureau of Labor Statistics. Overall business productivity jumped by 2.9 percent between April 1 and June 30, and manufacturing productivity went up at an annual rate of 0.9 percent, according to the seasonally adjusted figures. The bureau said it was the first such gain since the third quarter of last year.

The 2.9 percent jump resulted from a 1.7 percent increase in output and a 1.1 percent decline in hours of all working people. The bureau said the decline in working hours resulted from a 0.1 percent drop in the length of the average work week and a 1.1 percent fall in employment in the business sector. Compared with the second quarter of 1981, nonfarm business productivity increased 0.2 percent as output dropped 2.3 percent while hours worked fell by 2.6 percent. Revised first-quarter productivity and cost measures for the nonfinancial corporate sector increased at a 3.2 percent annual rate in the first quarter. The bureau had reported, based on preliminary figures released May 26, that productivity in this sector of the economy declined 0.3 percent.

Productivity measures the volume of goods and services the private sector produces in each hour of paid working time. For the 12-month period ending last Dec. 31, overall business productivity declined by one-tenth of a percent. The United States has experienced falling productivity since 1977. Average annual changes in productivity showed declines of 0.2 percent in 1978, 0.3 percent in 1979 and 0.2 percent in 1980.

In today's report, a big increase in crude oil prices had the biggest positive impact on the index in June, the figures indicated.

Although inflation is hardly considered good by government officials, rising prices for oil and other sensitive raw materials are considered a positive sign for economic growth because they can be a signal of increased demand. Other positive indicators in June inluded slower vendor performance considered a sign that business traffic is getting heavier and a drop in average initial weekly claims for unemployment insurance. The big June drop in stock prices widely reported throughout the month was the biggest negative factor in the new index, the report said. Other negative indicators included declines in the money supply, manufacturers' orders, total liquid assets, building permits and contracts, and orders for new plant and equipment. Although more indicators fell than rose, they balanced out because most of the declines were small.

There was no change in June in the average workweek, the report said. All of the measurements were also adjusted for normal seasonal variations. WASHINGTON (AP) Giving mixed signals about whether the economy is recovering from recession, the government reported today that its Index of Leading Economic Indicators held steady in June after rising the previous two months. Gains in three of the index's 10 indicators balanced declines in six others, with the 10th unchanged, the Commerce Department said. The index, the government's broadest gauge of future economic activity, had climbed 1.4 percent in April and 0.9 percent in May, according to the new report, which revised those figures from lower, earlier estimates.

However, the department also said the index dipped 0.1 percent in March, the 11th decline in a row, rather than rising 0.2 percent as reported last month. The index, a compilation of 10 separate economic categories, is intended to forecast future trends in the U.S. economy. The government reported last week that the overall economy as measured by inflation-adjusted gross national product rose at an annual rate of 1.7 percent in the second quarter of the year after rapid declines in the previous two quarters, from October through March. Nonetheless, most analysts were cautious in making predictions of a recovery.
