Thompson.

Jeffers' plans were not known and he was unavailable for comment. Associates said they expected him either to seek a federal appointment or work with a consulting firm he established last year. Jeffers, confined to a wheelchair by a spinal cord injury, became the director of the Division of Vocational Rehabilitation in 1977. Previously, those services had been governed by a board. He was named head of the Department of Rehabilitation Services when that agency was formed by Thompson two years later.

It is now a $30 million-a-year department that oversees schools, workshops and related services for the handicapped. Jeffers has been the subject of controversy over his effectiveness and his awarding of contracts to close associates.
