We hope the voluntary program is progressing in numbers and in its Implementation." James A. De Clue, president of the St. Louis chapter of the National Association for the Advancement of Colored People, said Judge Hungate's plan would provide an Impetus for other districts to join the voluntary plan.

It also would put on notice those districts already in the voluntary plan that they should try harder to make the plan succeed, he said. "What you have is minimum compliance right now," De Clue said "There is a difference between the spirit of the law and letter of the law. The spirit of the law is to desegregate schools. "The participating districts will have to change their ways. There's going to have to be movement of students both ways not Just city students going to the county but county students going to the city." Susan Uchitelle, director of the committee coordinating the voluntary plan, said she did not believe that Judge Hungate was threatening the non-' participating districts.

"I think he is saying this is probably one of the last opportunities districts may have to volunteer before going into liability hearings," she said. She said Judge Hungate probably would set the hearings late this month, probably for next spring. Earl W. Hobos, superintendent of the Clayton district, said that Judge Hungate's plan was not putting additional pressure on Clayton, the first district to join the voluntary plan. "We worked hard this year to make the voluntary plan work," Hobos said.

"We thought it was the intelligent way to go. A lot of other districts might feel the pressure to volunteer. There's a danger that others might feel a pressure to fight. "Clayton is not afraid of a finding of liability because we sincerely believe we have no liability. We're participating in a voluntary plan because the segregation problem in the area is real and this is a reasonable way of resolving the problem." State Rep.

Jean Mathews, R-Florissant, said she was "very, very angry" about Judge Hungate's plan. Mrs. Mathews has been a longtime opponent of interdistrict busing. "Judge Hungate's plan to create one massive school district and dissolve local school boards and boundaries is a classic example of the continuing erosion of the constitutional rights of the people," Mrs. Mathews said.

Judge Hungate's plan includes ideas from four feasibility studies on mandatory desegregation submitted to him last November. The judge approved dividing the metropolitan district into four subregions. each with "substantially equal populations." The subregions would be used to assign students and faculty and would be reviewed after the national census taken every 10 In deciding what students were to be bused, the judge said, the central board would consider the distance from the school, distance and time traveled, special needs of students, burden of busing on black and white students, safety of transportation, use of public transportation, state requirements, and quality of service. A uniform tax rate would be imposed throughout the district, subject to court approval. Additional costs of the desegregation plan would be paid by the state.

Here are highlights of U.S. District Judge William L. Hungate's plan for the consolidation of all school districts in St. Louis and St. Louis County: Reorganization All districts in the city and county would be merged into a single metropolitan unit.

The metro district would have four subregions. Jefferson and St. Charles counties would be excluded, at least for now. Administration A central board of education would be created to oversee all schools in the metro district. A new oversight group would be appointed to help monitor the desegregation process.

Education programs All schools would have uniform grade structures, the central board would review all curriculum materials and efforts would be made to ensure that racial prejudice is not "subliminally inculcated" in courses. Sun. Gambling Could Boost City, E. St, Louis Pastor Says crime in an area with casinos might actually drop. The number of jobs that would be gained for East St. Louis with legalized casinos would far outweigh any negative aspects of legalized gambling, he said.

Nicholson said he had the support of several Chicago area legislators for a law that would legalize casino gambling in Illinois. He said some of those legislators had committed themselves to help him raise funds for his mayoral campaign. He did not identify those legislators, but said a fund-raiser for a casino-gambling campaign would be held Sept. 5 in Chicago. Nicholson is the third candidate to announce for the mayor's race.

Mayor Carl E. Officer previously announced that he would seek re-election for a second term. Former Mayor William E. Mason, whom Officer defeated in the Democratic primary in 1979, has said he would oppose Officer in the primary next spring. Nicholson said he probably would wait until after the primary to file as an independent.

By Robert Kelly Of th Pott-Dispatch Staff Legalized casino gambling and a dog racing track would provide "the most practical way and the most potent way" to solve the economic problems of East St. Louis, says the Rev. Henry Nicholson, who is a candidate for mayor of the city. Nicholson, 49, is pastor of the True Light Baptist Church, 1535 Tudor Avenue, in East St. Louis.

He announced last week that he would run as an independent candidate for mayor on a platform of bringing casino gambling and a dog track to the city. He said casinos, if legalized, would attract thousands of tourists annually to what is now a severely depressed city. He proposes that the casinos be located along the Mississippi riverfront on land 1 that would be cleared under a planned railroad relocation project. Nicholson said he saw no conflict between his position as a minister and his support for legalized casino gambling. Hequembourg Services; Taught At Blair School 50 Years taken captive in the Indian massacre of 1704. Her great-grandfather, Charles Louis Hequembourg, left Normandy to fight in the American Revolution, and then worked as a silversmith with Paul Revere. His son, Theodore, married Heloise Williams, great-granddaughter of Williams, and came to St. Louis where he was a silversmith. Some of his silver was on display in a recent exhibit 'at the St.

Louis Art Museum. Surviving are a nephew, Joseph S. Laurie of St. Louis, and a niece; Kathrine L. Davis of Manhattan, Kan.

Memorial services for Kathrine C. Hequembourg, a fifth-grade teacher at Blair School for almost 50 years, will be at 3 p.m. Wednesday at Heritage House, 2800 Olive Street. Miss Hequembourg, 98, died Thursday at Barnes Hospital. She donated her body to the Washington University Medical School.
