Sept. 14 -Twice as much federal power will be available for preference users this winter as was generated by Missouri river dams in the peak-use period of last winter, members of the Missouri Basin Inter agency Committee were told yesterday. George Pafford of the United States Army Corps of Engineers made the statement in discussions by the Missouri river development policy-making group. discussion was touched off by a talk by J. W.

Grimes, South Dakota water resources engineer, who urged more power be generated in the winter period to help repay funds advanced for construction of the huge main stem dams. Grimes called attention to the large water releases in the summer for navigation purposes which reduced the winter power output and income for repayment to the Federal Government. Pafford noted that the commitments for navigation were made in 1938 when Fort Peck dam in Montana was built. He also said 94 per cent of the water released from the dams is utilized for generating power. R.

B. Hipple, Pierre, S. editor, said the whole matter of multiple purpose water use was thrashed out in 1944 and in any allocation of water "power is the low man on the totem pole." Grimes responded that "you can't assign power so low that we can't make repayment commitments." John Dewey, representing the state of Kansas on the committee, supported Hipple, He said power was not one of the primary purposes of the multiple purpose dam. Gov. Joe Foss of South Dakota cut off the argument with the comment, "when you stop to anaylze the situation, I think the operation of the dams has been pretty good." Jerry Ackerman, also, with the Corps of Engineers, told Gov.

Foss that recreational development is not a primary Government responsibility. Development of extensive recreational facilities will have to be done with local and state capital, Ackerman said. The committee agreed to appoint a subcommittee to consider problems in connection with recreational development and highway construction surrounding the reservoir. RUSSIA TO ABOLISH PRISONS 'IN IZVESTIA ASSERTS MOSCOW, Sept. 14 (AP)Izvestia said yesterday that "in time" prisons will be abolished 1 nthe Soviet Union.

The Government newspaper said the Soviet Union is not building any jails and crime is diminishing year by year. The article was unusual in a land where the subject of prisons rarely is publicized. Golstev said Butyrka is a model prison whose inmates work eight hours weekdays and six hours Saturday.

U.S. MORTGAGE PORTFOLIO REDUCED BY $192,000,000 WASHINGTON. Sept.

14 (AP) The Federal National Mortgage Association reported yesterday it had reduced its portfolio residential mortgages and its purchasing liability by about $192,000,000 in the 12 months ended June 30. J. Stanley Baughman, FNMA president, said the net reduction under the agency's program of managing and liquidating federally backed mortgages amounted to 7.1 per cent in the 1956 fiscal year. He reported that at the end of June the agency still held 341,247 mortgages insured by the Federal Housing Administration or guaranteed by the Veterans Administration. FNMA makes credit available for certain federal housing programs by purchasing mortgages and later selling them in volume lots to institutional and other investors.

TWO YOUTHS KILLED AFTER WAVING TO GIRL FROM PLANE DANVILLE, Sept. 14 (UP)- -Two teen-age Civil Air Patrol cadets who flew near the ground to wave at a girl last night, were killed when their plane struck a tree. Police tentatively identified the cadets as Ira Reynolds and William Montgomery. The girl, Jackie Myers, said the boys had circled her home, had cut their motor off and glided down close to the ground, where they waved and yelled at her. She said when they tried to get motor started again, it failed to respond.
