He proclaimed Tuesday as "Flag Day in St. Louis," and noted in the proclamation that June 14 is the anniversary of the adoption of the nation's official flag by the Continental Congress.

Medicine, psychiatry, social work, Alcoholics Anonymous, psychology and religion all can play a part in this process." Alcoholics Anonymous is a group of ex-alcoholics who try and help alcoholics get well. No Absolute Cure. Do the clinics cure? Thre isn't any cure, in the sense that the alcoholic can ever be a social drinker again. "The cured alcoholic," explains Greenberg, "is a person who can't ever touch a drink again. If he does bang! He'll go back." The fact that many persons are beginning to regard the alcoholic as a sick man, in need of understanding and treatment rather than condemnation, is largely a result of the work at the Yale Center.

Ten years ago, Bacon says, an alcoholic would have been told: "Buck up, boy, use a little willpower." Suppose he does. Suppose he tries to cure himself, without help, change his drinking habits, cut down a little. "It's no use," says Bacon, "he's just following down the road thousands oi alcoholics have traveled." Stages of Alcoholism. Bacon says there are roughly eight stages an alcoholic goes through: 1. With increasing frequency, he begins to drink more than do his friends.

He may even try to hide this by sneaking and gulping drinks. 2. Hangovers get worse. They become tinged with remorse, anxiety and guilt. The drinker may suffer temporary air.nesias or blackouts.

2. More and more often after he has had one drink he continues to drunkenness. He can't stop. 4. Social disapproval becomes evident.

His friends don't invite him over any more. 5. He discovers the marvelous cure for the hangover, the morning drink, or two, or three. 6. He starts solo drinking.

He's hiding from criticism, real or imagined. 7. He seeks help. He tries to change his patterniof drinking, or he goes to his minister, a hospital, a clinic. If these don't help, there is the last stage.

To become addicted to drink, says Leon A. Greenberg, one must have certain personality inadequacies which make it difficult or impossible for him. to meet not only marked emotional problems, but even situations of mild stress in constructive and socially acceptable ways. Greenberg is associate director of Yale's Laboratory of Applied Physiology, out of which grew the university's Center of Alcohol Studies. He maintains that persons who are to become alcoholics have a "predisposing personality" even before they take a drink.

Thus, he says: The alcoholic is a victim not only of the bottle, but of his own inadequacy. In his Inability lo meet problems, he uses alcohol as a personality crutch. "Naturally," explains Greenberg, "if this sort of person never uses alcohol he cannot become alcoholic. "But if he doesn't meet alcohol, he may seek escape from his problems by turning to other drugs such as cocaine, morphine or sleeping pills, or by neurotic behavior." Some of Their Conclusions. A staff of 14 researchers has been studying the problem at the Yale center for more than l15 years.

Here are some of their findings. In the United States there are about 4,000,000 alcoholicspersons who can't control their drinking and are suffering hereby. Less than half are seriously disturbed or skid row types. More or less, the others form a cross-section of the population. Only about one In seven is a woman.

There are about 1,650,000 problem drinkers in business and industry. The cost of impaired service from these people to business and industry is estimated at a billion dollars a year. To combat this loss, the center has developed the Yale plan. In industry, it involves the voluntary education of top management in the problem. Then a company may set up and direct its own treatment or rehabilitation facilities or pioneer in establishing them in the community.

In Connecticut, the State Commission on Alcoholism grew out of the experience of the Yale Center. The commission, supported by liquor permit fees, ow operates six outpatient clinics and a Hartford hospital. 1 Similar clinics have been Started in 22 other states. Objectives of Clinics. Selden D.

Bacon, director of the Center, gives this explanation of how the clinics operate: "The basic theory of the Yale plan clinics is that the alcoholic is a sick person. He has imtrfe-diate symptoms, social, emotional and often physical. He has chronic social and perhaps psychological ills. He has a pattern of excessive drinking. "The purpose of the clinic is to make him a person who is more acceptable to himself and to his community without ever using alcohol.
