Sept. 13, 1953 ST.LOUIS POST- DISPATCH A. S. FLEMMING MENTIONED TO SUCCEED DURKIN Defense Mobilizer, a Republican, Has Held Various Labor Posts in Government. WASHINGTON, Sept.

12 (AP) -Arthur S. Flemming, defense mobilizer, was being mentioned in Republican circles here today as a possibility for Secretary of Labor. One influential Republican Senator, who asked not to be quoted by name, said he would not be surprised if President Eisenhower asked Flemming to step into the post vacated by Democrat Martin Durkin in a controversy over proposed TaftHartley labor law amendments. Flemming, a Republican and to former president of Ohio Wesleyan University, has held various labor posts within the Government, including chairmanship of the management-labor policy committee of the old War Man- power Commission, Others Mentioned. Others mentioned besides Flemming as possible successors to Durkin included William McFetride of Chicago, head of the AFL International Common Laborers Union; Richard J.

Gray of Washington, former president of AFL's Building and Construction Trades Union, and Gov. Alfred E. Driscoll, New Jersey Republican who has announced he would not run for another term. There was some speculation also that President Eisenhower might offer the place to Democratic Gov. Frank Lausche of Ohio, but most Washington politicians thought such a move unlikely.

Lausche has delayed appointment of a successor to Senator Taft Ohio, and G.O.P. lieutenants said any offer of a Cabinet post to the Ohio Governor would smack too much of a deal to be considered seriously by the Administration. Friends said they believe Driscoll would accept a Cabinet appointment if it were offered. But the refusal Friday of his former executive clerk, Harold John Adonis, to answer questions put by a New Jersey legislative committee about alleged mobster links with politicians was not regarded as to help Driscoll's chances. Gray was one of those reported under consideration when Durkin first was chosen for the Cabinet. Clarence E. Manion, a former dean of Notre Dame's law school, took himself out of considera. tion for the Cabinet post when said in Omaha, that he was not interested in the job because he didn't feel he was qualified for it. Manion recently was named by Eisenhower to head a commission to study interlapping federal and state activities.

He had been suggested for the labor portfolio originally by Taft, who also suggested former Senator John Danaher of Connecticut. Danaher, however, has had close corporate connections since he left the Senate and is not regarded by insiders as a likely choice. G.O.P. Choice Likely, Most Republicans seemed to think that after the unsuccessful experiment of naming a Democrat to the labor post, Eisenhower would turn to a Republican next. Senators Dirksen of Illinois and Capehart of Indiana said in separate interviews they hope the man selected is a Republican who comes from the Middle West.

Eisenhower must also decide what to do about amending the Taft-Hartley Act during the next session of Congress. With Durkin out in a dispute over proposed changes, Democrats might campaign outright repeal of the controversial law. Durkin claims he had an agreement with the White House, if not the President himself, on 19 amendments, most of them reportedly favorable to labor, but he has never said what they called for-only that he was told they would not be sent to Congress after all. 12 (UP) A man and woman drowned and three other persons escaped today when the driver of their automobile mistook a docked ferry for a bride and plunged into the Green river near Henderson, Ky. The dead were identified as Forrest Vick, 19 years old, Hammond, and a woman identifled tentatively as his aunt, Mrs. Morgan, 40, also of Hammond. Clyde Dean, 19, Hammond, driver of the car, told Sherift's deputies he was driving along a state highway in the earlymorning darkness and saw what he thought was a bridge. He said there were no signs 'dentifying it as a ferry.

The car shot across the ferry, snapped chains on both sides and plunged into 37 feet of water. rolling over several times as 't settled on the bottom. 12 (UP) Dr. Louis Steinberg, superintendent of the State Mental Hospital here, announced today that he has resigned, effective Nov. 1. Steinberg said he submitted his resignation to State Welfare Director Otto L. Bettag on Lug.

27. An aid to Gov. G. Stratton said at Springfield that Bettag was directing an investigation at the hospital here into loan shark activities among patients. Bettag confirmed at Chicago way but would not say why the inquiry was started.

Steinberg, in his letter of resignation, said only that "many factors influenced "his decision and that he it after "thoroughly thinking through the sitmade, uation." He conceded, however, that an investigation had been under way at the hospital but said it begun at his own instigation. He said it was discovered that employes of the hospital were "making assignments of the paychecks to one another" and he began investigation to determine why. With the aid of the Kane county state's attorney, he said, it was found that some employes were operating a loanshark business in the hospital and requiring repayment in the form of assignment of their debtors' salaries.
