Copies of the preliminary program plans will be available for review at Illinois EPA headquarters in Springfield, all Illinois EPA regional offices and libraries in the state library system. Also left were a note saying she could no longer support them and two shopping bags with childrens' clothing. The only clue is the bags, which are from Schnuck's, a St. Louis chain.

But authorities have nothing more to go on and seem to be at a dead end. "All we have is two kids who can't talk much," said Detective Don Crenshaw. "We really don't have much to go on. They can't say their last names. They can't say their mother's name." The note gave the boys' first names, birthdays and an explanation of why the woman was leaving them.

"They need a lot of love and care," the mother wrote. "Please find them a good home as soon as possible. 1 will not be coming back for them. Their father was killed in a car accident. I just can't seem to be able to make enough money for all of us to survive.

I am sorry it had to come to this." The boys were placed in the custody of the Kansas Department of Social and Rehabiliation Services and are in a temporary foster home. The agency's Jim Gill said the boys "cried for the first couple of days" but now seem to be "happy and extremely well-adjusted." Social worker Bibbs Steele said, "The little one, Charlie, particularly responds to love and cuddling and seems to need that more than the older child." The boys will be placed in a permanent foster home as the search continues for their mother. Then, it's a matter of time waiting to determine whether the mother can be found or for court action permitting adoption. "It can take years," Crenshaw said. Ben was born Oct.

6, 1977, according to his mother's note. He has light brown hair, blue eyes and is 3 feet tall. Ben has four silver caps on his front, upper teeth caused by a fall, his mother's note said. Charlie, born Nov. 2, 1978, measures 30 inches tall, has brown eyes and hair to match.

The Illinois board has not made a decision on the Wood River proposal, and is not legally required to follow the area agency's recommendation. The Wood River hospital had an occupancy rate of 93 percent over the last fiscal year, Dickerson said. Construction plans called for the renovation of one hospital wing and the addition of another one, adding 57 beds, he said. Dickerson said if the expansion plans are not approved, the hospital directors may consider bringing litigation against health planning administrators. "There is some question as to whether empty beds increase cost that much," Dickerson said.

"This boils down to a freedom of choice matter. Persons want to go to hospitals of their chosing, and doctors want to practice where they are on staff. I don't see where the number of hospital beds in St. Louis should have anything to do with Wood River Township, Alton or Edwardsville." Discussion of the Wood River proposal dominated Thursday's meeting of agency. Earlier, the board of directors met in a closed executive session to discuss "existing and threatened litigation involving the agency," according to a written statment issued by the agency.

Louis Health Systems Agency's decision to recommend the rejection of a $15 million expansion by the Wood River Township Hospital was based on faulty reasoning, according to the chairman of the hospital's board of directors. In an interview Saturday, Dale Dickerson of Bethalto, the chairman, said that the Health Systems Agency staff and executive committee apparently objected to the expansion because the agency believes there are already too many hospital beds in the region it oversees. But Dickerson questioned whether it is fair to penalize Wood River Township because some other areas in the region have an abundance of hospital beds. The regional health planning agency covers St. Louis city and county, the Missouri counties of Franklin, Jefferson and St.

Charles and the Illinois counties of St. Clair, Madison, Monroe and Clinton. "For us, the handwriting was on the wall," Dickerson said. The health agency "has a plan they feel there are too many beds in the area and they are hard-pressed to approve any new beds for the area. I don't agree with that.

If there are too many empty beds in the city of St. Louis, should that affect Wood River Township? I don't think it should." The hospital had applied to the Illinois Health Facilities Planning Board for permission to expand. The board forwarded the application to the Health Systems Agency for review and comment. She was employed there at the time of her death. Three years ago, Mrs. White was named Advertising Woman of the Year by the Advertising Women of St. Louis Inc. During her career, Mrs.

White engaged in numerous civic and institutional programs. She started the publicity program for the St. Louis Office of the Women's Job Corps of the Office of Economic Opportunity in 1965. She helped organized the Creve Coeur Lhamber of commerce. And in 1972 she conducted the publicity campaign that Virginia Betts "Bunny" White, public relations director of the YMCA and former women's club news editor of the Post-Dispatch, died early Saturday morning of cancer in St.

Luke's Hospital, 5535 Delmar Boulevard. She was 61. Mrs. White had been ill for about six months. While Mrs.

White was attending Washington University, she worked part time initially without pay, later for $1 a day for the Wellston Journal. After her graduation, she remained at Washington University for 17 years as director of its news bureau and editor of the university's magazine. In 1959, Mrs. White joined St. Louis University as director of special publicity.

In 1961, she became women's club editor of the Post-Dispatch, a position she held until 1965, when she joined the St. Louis Public Library, working in various programs. In 1967, she was named executive 'director of the Missouri Library Conference. Mrs. White joined Gardner Hausman Advertising and Public Relations in 1968 as assistant to the president.

She remained there until 1973, when she was appointed public relations director of led to the establishment of the Regional Sewer District of St. Charles. She was included in 1969 In Who's Who of American Women. She was active for many years in the annual Gridiron benefit of the Advertising Women of St. Louis.
