Louis and in the area served by St. Louis County police, police statistics indicate. But the 82 county municipalities not served by county police reported a decline for last year. "We are on the high side of a cycle of crime, which has been up and down in the 1980s," said G.H. Kleinknecht, St.

Louis County police superintendent. He attributed the increase in serious crime to drug activity. "They are stealing, robbing and even killing to obtain narcotics," Kleinknecht said. "As long as society tolerates the use of drugs, we will lose the war on crime." The city figures mark the fourth straight year that crime increased in St. Louis, but Police Chief Robert E.

Scheetz said he had reason for some optimism. The city had 141 killings last year 12 fewer than in 1987, a decrease of 7.8 percent. Rape decreased in St. Louis to 305 last year, from 332 in 1987, down 8.1 percent. Despite the drops in murder and rape, the total crimes against persons increased by 7.2 percent because of an 11.9 percent increase in assaults.

In St. Louis, total crime last year increased 5.3 percent over 1987. In areas served by the county police, total crime last year increased 11.9 percent over 1987. But i in municipalities not served by county police, crime declined by 2 percent. Unicorporated areas and the eight municipalities served by county police had 16 murders last year, or six more than in 1987.

The rape total increased to 64 last year from 53 the previous year in areas served by the county. In addition to the unincorporated areas, county police serve Black Jack, Bella Villa, Chesterfield, Grantwood Village, Norwood Court, Peerless Park, Twin Oaks and Wilbur Park. Assaults and robberies also helped push up the number of crimes against persons in areas served by the county. Although crime increased in unincorporated areas, 100 percent of the murders ended in arrests; in the municipalites, 17 arrests were made in the 23 murders. In the city, police showed a "cleanup" rate of 103.5 percent, as arrests were made in 146 cases more than the total killings.

The reason is that arrests last year for murders that happened in previous years were counted in the figure. OBITUARIES C.N. Harris; Aided Handicapped A funeral service for Carol N. Harris, a former executive director of Life Skills Foundation, will be at 1 p.m. Saturday at Graham Chapel at Washington University.

Burial will be private at Memorial Park Cemetery in Columbia, Mo. Ms. Harris, 48, died Wednesday of cancer at her home in University City. Ms. Harris began work at the Life Skills Foundation about 1970 as a parttime instructor with the nine clients the foundation had then.

The group was founded in 1964 and has grown from a small storefront operation to one of the region's foremost agencies. The foundation now works with about 1,800 mentally handicapped people. In 1975, Ms. Harris became a center director at the foundation. She was its executive director from 1980 through 1984.

In 1984, she became the director of job training and placements. She earned a bachelor of arts degree in 1963 from Washington University. In 1967, she received a lifetime certificate in elementary education from the University of Missouri at Kansas City. In 1977, she earned a master of arts in applied science degree from Webster University. Last year, she got the Distinguished Service Award from the American Association on Mental Retardation.

Life Skills recently established, in conjunction with Ms. Harris, the Carol N. Harris Fund. The fund be will used for clients' emergencies, to purchase food, clothing, transportation and special equipment or to help with utility bills for clients who can not get funds from other sources. Ms.

Harris was on the board of directors of a number of area groups, including the St. Louis Regional Advisory Council on Developmental Disabilities; the Cooperative Transportation Services; the Special School District's advisory board for vocational training; and the Missouri Association of Rehabilitation Facilities. Surviving are her husband, James R. Harris of University City; her mother, Nan B. Holman of Kansas City; and two brothers, Truman L.

Holman Jr. of Kansas City and William 1 E. Holman of Sunnyvale, Calif. DEATHS ELSEWHERE CLARENCE NORRIS, 76, the last survivor of the "Scottsboro Boys" rape case, died Monday in New York. The "Scottsboro Boys" case became a symbol of racial injustice in the Deep South in the 1930s.

It involved nine black teen-agers who were accused of raping two white women in Alabama in 1931. After one of a series of trials, one of the women withdrew her accusation. Mr. Norris was sentenced to death three times and spent 15 years in prison. He fled from Alabama, becoming a fugitive from justice for 30 years.

In 1976, when he was 64 years old, the Alabama Pardon and Parole Board unanimously found that Mr. Norris was innocent of rape charges. JAMES FRANCIS COLLINS, 83, a retired Army general and a former woman was grabbed by two men as she was walking near King Drive and Goodfellow Boulevard. She was sexually assaulted behind a nearby building and robbed of her jewelry. Police later learned from an informer that a man resembling a composite sketch provided by one of the victims had been seen in the area.

Ashford was arrested Monday after an investigation by Detective Robert Huffman of the Union Boulevard District and Detective Sheila Kleinecke of the sex crimes section. Police found Brown on Wednesday at the address in Hillsdale. "The suspects had done time together in prison, Brown for rape and robbery and Ashford for robbery," Kleinecke said.
