Milford said he and other county officials also wanted assurance that, the county would not have to pay for any engineering fees if the Irwin company eventually decided to pull out of the Chesterfield project. The agreement being considered, Milford said, is vague on that point. Milford's bill would grant the Irwin company, headed by professional golfer Hale Irwin, a one-year option to plan the new golf course at Spirit, a county-owned facility.

Irwin's company was recommended by County Executive Gene Mc-Nary and Richard E. Hrabko, director of Spirit. Pat Fister, a vice president of Golf could not be reached for comment Thursday. Last month, he said the company wanted the one-year agreement with the county before spending money on engineering and architectural plans for the site. In the next year, Fister said, the firm intends to develop more detailed plans for a 27-hole regulation course and to negotiate a lease.

The golf course would spread over 230 acres south of the main runway at Spirit, Fister said. In addition to the course, the layout would have a Hale Irwin Goif Learning which would consist of a practice and golf lessor area, a driving range and practice putting green. Plans also include a clubhouse with a pro shop and restaurant areas and a maintenance facility. The Irwin-run facility in South County is known as the Quail Creek Golf Club. It is at the South County Recreation Complex across, from Su-son Park.

Quail Creek is the first of the three public golf courses planned by the county government. In each case, the county leases the land to a private developer. Milford of Webster Groves, R-5th District, said county, Golf Board members wanted assurances that golf cart paths would be provided and that a method for speeding play would be developed. Milford said board members also wanted the prospective developer, Hale Irwin Golf Services to take similar steps at a separate public golf course it already operates on county-owned land in South County. "My understanding is rt takes 514 hours, in some cases, to play golf at the park down south," Milford said.

"And that's too long." Milford said public golf courses elsewhere commonly used employees to prod slow golfers. Milford of Webster Groves, R-5th District, said the county had done virtually everything it said it would do before voters approved capital improvements bond issues in 1977 and 1986. "It's important for taxpayers to look at the record," Milford said in touching off a spirited defense of the sales tax proposal by council members at the body's regular weekly meeting. "Our record (on) completing projects that have been listed is excellent." Milford said all of the top-priority road projects and all but two parks projects had been carried out as listed in a 1977 bond issue. He said the only exceptions, the two parks projects, had been modified at the request of area residents. As for the 1986 bond plan, all of the road, park and other projects promised have been begun, finished or are in planning stages.

The League of Women Voters of St. Louis County, a group opposing the tax, complained Wednesday that no legal guarantee mandated that the proceeds of the tax increase being proposed would in fact go to the various projects as promised. The half-cent sales tax increase will be on the countywide election ballot Feb. 7. Milford acknowledged that no such legal requirement existed on the use of the extra revenue, but he said the county's record should assure voters.

But he admitted the possibility that some pressing concern not now envisioned might need to be addressed in the 10-year duration of the tax. As an example, he cited a road to a new job site. That flexibility is needed, he said. Other council members defending the tax Thursday were Council Chairman William Whitehall of Chesterfield, R-7tri District; Jerry Corcoran of St. Ann, D-2nd District, and Donald Bond of Florissant, D-4th District.

Whitehall said critics' complaints amounted to "nitpicking" about procedures used to devise the tax plan and to impose it. But he said opponents of the tax didn't provide any alternative solutions for dealing with the county's pressing needs, such as traffic congestion and severe jail overcrowding. Referring to tax opponents, Whitehall said: "It's easy to say you ought not to do it this way. Well, tell us how it ought to be done." Under the plan, the county sales tax would increase to 6.225 cents. The proceeds would finance $500 million in capital improvements in the county and its municipalities over 10 years.

Bond said he wanted to deflate what he described as speculation that the money from the tax increase County councilman could be used for a new sports stadium, a use he noted had been barred by the Missouri Legislature when it granted authority for the tax vote. Corcoran said that while he agreed with criticism that it "might have been desirable" to hold public hearings before devising the improvements plan, he still supported the tax. BDMLN ondT. A funeral Mass for Sister Maryeda McCarthy, a retired teacher, will be celebrated at 10 a.m. Saturday in the the chapel of Villa Gesu Convent, .11755 Riverview Drive in north St.

Louis County. Burial will be in the convent's cemetery. Sister McCarthy, 71, died Thursday at Villa Gesu Convent. She had suffered from cancer. Sister McCarthy, who taught French, began teaching in 1942 at Ro-sati-Kain High School.

She taught at other schools in the St. Louis area including Rosary High School and the Academy of the Visitation. She also had teaching assignments in Cape Girardeau, Jefferson City, and in Illinois and Iowa. In 1982, Sister McCarthy became a teacher's aide at St. Charles Borro-meo Elementary School in St.

Charles. She retired to Villa Gesu last year. Surviving are a sister, Sister De-Chantel McCarthy of north St. Louis County; and a brother, John H. McCarthy of Richmond Heights.

Ray Strieker, 80; Sportswriter, Publicist Louis Star-Times. He then became public affairs director for the Blues and later performed the same duties for the old St. Louis Soccer Stars. From 1956 to 1964, he was senior vice president and general manager of Maxon an advertising agency in Chicago. Mr.

Strieker served in the Navy in World War II. There are no immediate survivors. A funeral service for Ray C. Strieker, a former sportswriter and publicist for the hockey Blues and soccer Stars, will be at 10 a.m. Saturday at Schrader funeral home, 14960 Manchester Road in Ballwin.

Burial will be in St. John's Cemetery. Mr. Strieker, 80, died Wednesday at Delmar Gardens Nursing Center in Chesterfield. He covered baseball for the old St.

Oliver Koeneman; First Jennings Mayor 1971. Jennings was incorporated in 1946. Before becoming mayor, Mr. Koeneman was an executive with the Old Vienna Snacks Co. He also was a past president of the board of directors of the Fairview School District.

Surviving are a son, Lester Koeneman of Bridgeton; a stepson, Edward Simmons of Jennings? three grand-children; and. six A funeral for Oliver R. Koeneman, the first mayor of Jennings, will be at 11 a.m. Saturday at John Stygar and Son funeral home, 9825 Halls Ferry Road in north St. Louis County.

Burial will be in Memorial Park Cemetery. Mr. Koeneman, 92, died Wednes-i day of infirmities at the Charles I Geriatric Medical Center and Nurs- ing Home in north SL Louis County. Mr. Koeneman helped found the city of Jennings in the 1940s and was mayor there for 24 years, ending in John, Harriet Robb; Memorial Service Mexico College of Fine Arts from 1941 to 1957.

He was a World War I veteran, having commanded an artillery battalion in France. Mrs. Robb was a leader in cultural and artistic organizations in Albuquerque. She was a founder and first president of the Albuquerque Symphony Women's Association. Surviving are a son, John D.

Robb Jr. of Albuquerque; two daughters, Priscilla Robb McDonnell of St. Louis and Nancy Robb Briggs of Albuquerque; 12 grandchildren; and 16 A joint memorial service for John' Donald Robb and his wife, Harriet Block Robb, will be at 3 p.m. Saturday at the First Presbyterian Church in Albuquerque, N.M. Mr.

Robb, 96, whose musical com- positions have been performed by the St. Louis Symphony Orchestra under three different conductors, died Jan. 6 at his home in Albuquerque. Mrs. Robb, 95, died Monday in Albuquerque.

They were married for 67 years. Mr. Robb wrote nearly 100 musical works, including pieces for symphonies, chamber groups and the stage. He was dean of the University of New iJUlAUtAAAJUUUUUX.
